Weekly arrest report: 4/7/21

 The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center. 

  • Samuel Pennington, 46, of Olive Hill, arrested by Carter County Sheriff, on charges of probation violation and failure to appear, booked March 29.
  • Chalmer Wallace, 33, of Morehead, arrested by KSP, on charges of receiving stolen property, trafficking methamphetamine, booked March 30.
  • Jeffrey Newell, 39, of Olive Hill, arrested by KSP, on charges of receiving stolen property, trafficking methamphetamine, booked March 30.
  • David Smith, 33, of Olive Hill, arrested by KSP, on charges of probation violation, operating a motor vehicle under the influence, operating on suspended license, booked April 1.
  • Casey Flaugher, 36, of Rush, arrested by Carter County Sheriff, on charges of failure to appear, booked April 1.
  • Charles Gilbert, 31, of Olive Hill, arrested by Grayson PD, on charges of speeding, driving on DUI suspended license, failure to appear, burglary third degree, criminal mischief third-degree, booked April 2.
  • Shawn Ison, age and address unknown, arrested by KSP, on charges of operating a motor vehicle under the influence, possession of drug paraphernalia, possession of a controlled substance, booked on April 4. 
  • Staci Waggoner, 31, of Olive Hill, arrested by KSP, on charges of resisting arrest, menacing, failure to notify department of transportation of address change, failure to appear, possession of methamphetamine, possession of drug paraphernalia, possession of marijuana, booked on April 4. 
  • David Clark, 78, of Louisa, arrested by Grayson PD, on charges of public intoxication, booked on April 4. 
  • Robin Clark, 54, of McDermott, Ohio, arrested by Grayson PD, on charges of operating a motor vehicle under the influence, wanton endangerment first degree, endangering the welfare of a minor, failure to wear seat belts, operating a vehicle with expired license, rear license not illuminated, failure to produce insurance card, license not in possession, possession of marijuana, booked on April 5. 

All of the charges listed are arrest charges only, and do not indicate an indictment or a conviction for the charges in question. All subjects are considered innocent until proven guilty in a court of law.
