The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center.
- Tiffany Belcher, 43, address unknown, arrested by Kentucky State Police, on two counts of failure to appear, arrested and booked February 19.
- James Clark, 40, of Ashland, arrested by Grayson PD, on five counts of failure to appear, and three counts of non-payment of court costs, fees, or fines, arrested and booked February 19.
- Justin Couch, 25, address unknown, arrested by Grayson PD, on charges of operating a motor vehicle under the influence of a controlled substance, failure to wear seat belts, rear license not illuminated, operating on a suspended or revoked operator’s license, no registration plates, no registration receipt, failure to maintain required insurance, failure to produce insurance card, and possession of drug paraphernalia, arrested and booked February 19.
