The following indictments were returned by the Grand Jury of the Carter Circuit Court on September 10, 2021. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law. 

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances. 

  • Doyle Wilhelm, 68, of Scott Depot, WV, on or about August 24, 2021, committed the offenses of first degree possession of a controlled substance, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; operating a motor vehicle under the influence, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor.
  • Jennifer Rice, 43, of Grayson, on or about July 19, 2021, committed the offenses of first degree possession of a controlled substance, first offense, when she possessed heroin, a schedule one narcotic, a Class D Felony; and first degree possession of a controlled substance, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony. 
  • Amber Mitchell, 35, of Olive Hill, on or about March 29, 2021, through April, 2021, committed the offenses of two counts of forgery second degree, by falsely completing a written instrument, with intent to defraud, deceive, or injure another, each a Class D Felony.
  • Wendell McDaniels, 45, of Olive Hill, on or about August 3, 2021, committed the offenses of theft of identity, when she knowingly possessed and used another’s identifying information with the intent to represent herself as the other and obtain benefits or property to which she would otherwise not be entitled, and/or avoid detection by law enforcement, a Class D Felony; first degree possession of a controlled substance, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor. 
  • Derrick Lucas, 34, of Ashland, on or about July 19, 2021, committed the offenses of first degree possession of a controlled substance, first offense, when he possessed heroin, a schedule one narcotic, a Class D felony; first degree possession of a controlled substance, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D felony; and operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor. 
  • Jeffrey Glover, 33, of Grayson, on or about August 10, 2021, committed the offenses of first degree possession of a controlled substance, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor. 
  • Matt Fortiner, 34, of Huntington, WV, on or about August 9, 2021, committed the offense of unlawful use of electronic means originating or received within the Commonwealth to induce a minor to engage in sexual or other prohibited activities by knowingly using a communication system for the purpose of procuring or promoting the use of a minor for an activity in violation of sections of KRS Chapters 510, 529, 530, and KRS Chapter 531, a Class D Felony.
