The following indictments were returned by the Grand Jury of the Carter Circuit Court on October 22, 2021. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Melinda Belcher, 46, of Grayson, on or about July 1, 2015, through September 30, 2021, committed the offense of flagrant non-support, by failing to support her minor child, and accumulating an arrearage of $2,636.85, a Class D Felony.
- Edgar Binion, 40, of Olive Hill, on or about September 3, 2020, committed the offense of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule two narcotic, less than two grams of methamphetamine, a Class C Felony.
- Brandy Bond, 33, of Olive Hill, on or about August 7, 2020, committed the offenses of arson in the first degree, by starting a fire in the occupied Carter County Detention Center, with intent to destroy or damage the same, a Class A Felony; and nine counts of wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another, each a Class D Felony.
- Christopher Bradley, 30, of Olive Hill, on or about November 9, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony.
- Christopher Bradley, 30, of Olive Hill, on or about November 16, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, fentanyl, a Class C Felony.
- Robert Brown, 46, of Olive Hill, on or about October 29, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony.
- Robert Brown, 46, of Olive Hill, on or about October 29, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, fentanyl, a Class C Felony.
- Taylor Cloyd, 26, of Alexandria, on or about August 27, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, fentanyl, a Class C Felony.
- Terry Dotson, 40, of West Liberty, on or about August 1, 2021, committed the offense of robbery, first degree, by using physical force or threatening the immediate use of physical force upon his victim while in the course of committing a theft with intent to accomplish that theft and caused physical injury to a person who was not a participant in the crime, or was armed with a deadly weapon, or used or threatened the immediate use of a dangerous instrument upon a person who was not a participant in the crime, a Class B Felony.
- Tony Easterling, 37, of Olive Hill, on or about August 29, 2019, committed the offenses of trafficking in a controlled substance, second degree, first offense, by knowingly and unlawfully trafficking in a schedule three drug, suboxone, a Class D Felony; and being a persistent felony offender, second degree, by committing the felonious acts set forth in the indictment while being convicted of a prior felony, an enhancement.
- Tony Easterling, 37, of Olive Hill, on or about August 26, 2019, committed the offense of trafficking in a controlled substance, second degree, first offense, by knowingly and unlawfully trafficking in a schedule three drug, suboxone, a Class D Felony.
- Bobby Fuston, 36, of Olive Hill, on or about November 25, 2019, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; and being a persistent felony offender, first degree, by committing the felonious acts set forth in the indictment while being convicted of two prior felonies, an enhancement.
- Brittany Gibson, 34, of Morehead, on or about September 28, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, less than two grams of methamphetamine, a Class D Felony.

- Dakota Hall, 26, of Olive Hill, on or about October 16, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony.

- Dakota Hall, 26, of Olive Hill, on or about November 6, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony.
- Brian Hedge, 50, of Olive Hill, on or about August 30, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; operating a motor vehicle under the influence, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor.
- Amanda Henderson, 29, of Olive Hill, on or about October 17, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, less than two grams of methamphetamine, a Class D Felony.

- Billy Layne III, 30, of Olive Hill, on or about December 1, 2019, through September 30, 2021, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $3,296.56, a Class D Felony.

- Jeffery Newell, 40, of Olive Hill, on or about August 9, 2021, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, less than two grams of methamphetamine, a Class D Felony.

- Jeffery Salyers, 52, of Grayson, on or about February 20, 2007, through September 30, 2021, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $2,596.23, a Class D Felony.
- Beverly Seagraves, 34, of Grayson, on or about August 1, 2020, through September 30, 2021, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $3,580.00, a Class D Felony.
