Indictments: 10/6/23

The following indictments were returned by the Grand Jury of the Carter Circuit Court on October 6, 2023. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Richard Bausano, 63, of Olive Hill, on or about July 9, 2023, committed the offense of intimidating a participant in the legal process, by threatening peace officers with physical harm in an attempt to influence them to avoid court proceedings concerning his custody case, a Class D Felony.
  • Ryan Bromwell, 39, of Olive Hill, on or about August 19, 2023, committed the offenses of possession of a controlled substance, first degree, first offense, methamphetamine, a schedule two narcotic, a Class D Felony; public intoxication when he appeared in a public place manifestly under the influence of a controlled substance, to the degree that he might endanger himself or other persons or property, a Class B Misdemeanor; and possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing drugs into the human body illegally, a Class A Misdemeanor.
  • Chad Kees, 45, of Olive Hill on or about September 22, 2023, committed the offenses of possession of a firearm by a convicted felon by having possession of a rifle while having a prior felon conviction, a Class D Felony; and two counts of wanton endangerment, first degree, under circumstances manifesting extreme indifference to the value of human life, each a Class D Felony.
  • Brandon Morgan, 47 of Grayson on or about October 2, 2023, committed the offenses of endangering the welfare of a minor when he, being the person legally in charge with the care or custody of a minor, failed or refuses to exercise reasonable diligence in the control of such child to prevent him/her from being neglected, dependent, or a delinquent child, a Misdemeanor; fleeing and evading police, first degree, on foot, with the intent to elude disregarded officer’s directions to stop, creating substantial risk of serious physical injury or death to the officers, a Class D Felony; resisting arrest, by using physical force against a peace officer who was effectuating an arrest, a Class A Misdemeanor; three counts of terroristic threatening, second degree, by intentionally threatening to commit a crime against another likely to cause death or serious physical injury to them, each a Class D Felony; and three counts of intimidating a participant in the legal process by threatening another person with physical harm and attempting to influence them to avoid the legal process, each a Class D Felony.
  • Christopher Webb, 34, of Morehead on or about September 21, 2023, committed the offense of fleeing and evading the police, first degree, motor vehicle, when, with the intent to elude, he disregarded officer’s directions to stop, creating substantial risk of serious physical injury or death to others, a Class D Felony.
