The following indictments were returned by the Grand Jury of the Carter Circuit Court on October 20, 2023. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Brandon Morgan, 48, of Grayson on or about October 2, 2023, committed the offenses of endangering the welfare of a minor when he, being the person legally charged with the care or custody of a minor, failed or refused to exercise reasonable diligence in the control of such child to prevent him/her from becoming a neglected, dependent or delinquent child, a Class A Misdemeanor; fleeing and evading police, first degree on foot, when with intent to elude, disregarded officer’s directions to stop creating a substantial risk of serious physical injury or death to officers, a Class D Felony; resisting arrest, by using physical force against the officer effectuating an arrest, a Class A Misdemeanor; six counts of terroristic threatening, second degree, by intentionally threatening to commit a crime against another likely to cause death or serious physical injury to them, Class D Felony; six counts of intimidating a participant in the legal process by threatening another person with harm and attempting to avoid the legal process, a Class D Felony; assault in the second degree, by intentionally assaulting another and causing him to suffer serious physical injury, a Class C Felony.
- Shane Baier, 38, of Grayson on or about October 5, 2023, committed the offenses of burglary, third degree, by unlawfully entering the building belonging to another, with the intent to commit a crime, and to steal items from her camper, a Class D Felony; theft by unlawful taking or dispense all others, by taking property from a second individual, with intent to permanently deprive them from their property, a Class B Misdemeanor; criminal littering, by intentionally throwing trash all over the roadway, approximately 100 years from the camper, a Class A Misdemeanor; public intoxication when he appeared in a public place manifestly under the influence of a controlled substance, or other intoxicating substance, excluding alcohol, to the degree that he may endanger himself or other persons or property, a Class B Misdemeanor; giving an officer false identifying information, by giving a false name, a Class B Misdemeanor.
- Greg Davis, 47, of Rush on or about September 30, 2023, committed the offense of flagrant non-support by failing to support his minor child, a Class D Felony.
- Rhonda Davis, 49, of Grayson on or about September 30, 2023, committed the offense of flagrant non-support by failing to support her minor children, a Class D Felony.
- William Erwin, 31, of Olive Hill on or about September 25, 2023, committed the offenses of operating a motor vehicle under the influence of alcohol and a controlled substance, second offense, by operating a minor vehicle on a public roadway while under the influence and alcohol and any drugs or controlled substances impairing driving ability, a Class A Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed a methamphetamine, a schedule two narcotic, a Class D Felony; failure of non-owner operator to maintain required insurance first offense, by driving a motor vehicle, without security on a motor vehicle; a Class B Misdemeanor; no/expired registration receipt by having an expired registration receipt, a violation; no motorcycle operator’s license, by operating a motorcycle on a public roadway without an operator’s license, a Class B Misdemeanor; drug paraphernalia, buy/possess when he unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor.
- Jessie Glover, 33, of Olive Hill on or about August 19, 2023, committed the offenses of failure to produce an insurance card, by failing to produce an insurance card, by failing to produce an electronic or paper format of proof of insurance coverage, a violation; drug paraphernalia, buy/possess when he unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed a methamphetamine, a schedule two narcotic, a Class D Felony.
- Tiffany Huff, 37, of Ashland on or about September 30, 2023, committed the offense of flagrant non-support by failing to support her minor children, a Class D Felony.
- Kenneth Mills, 33, of Grayson on or about July 1, 2023, committed the offense of criminal abuse in the first degree, victim 12 or under, by intentionally abusing an infant of whom he had custody, placing the minor child, a person twelve years of age or under, in a situation that may cause her serious physical injury, or causes torture or cruel punishment, by holding her head under water multiple times, a Class B Felony.
- Tristian Mitchell, 28, of Olive Hill on or about October 6, 2023, committed the offenses of assault in the second degree, domestic violence, by intentionally striking another person, and causing them to suffer serious physical injury, a Class C Felony; wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another person, a Class D Felony; sodomy, first degree, domestic violence with serious physical injury, by having sexual intercourse with another person by forcible compulsion, and causing serious physical harm, a Class A Felony; assault, fourth degree, child abuse, by intentionally causing physical injury to a minor child, a Class A Misdemeanor; intimidating a participant in the legal process by threatening another person with harm and attempting to avoid the legal process, a Class D Felony; strangulation, first degree by intentionally impeding the normal breathing or circulation of the blood person, by applying pressure on their throat or neck or blocking their nose or mouth without consent, a Class C Felony; tempering with physical evidence by concealing evidence which he believed would be in an official proceeding, a Class D Felony; kidnapping-minor, by unlawfully restraining the minor child, to accomplish the commission of a felony, or to inflict bodily injury or to terrorize the victim or another, or to use as a shield or hostage, a Class B Felony; unlawful imprisonment, second degree, when he knowingly and unlawfully restrained another person, a Class A Misdemeanor.
- Frank Seagraves, 46, of Rush on or about September 30, 2023, committed the offenses of operating a motor vehicle under the influence of a substance, first, aggravating circumstances, by operating a motor vehicle on a public roadway while under the influence of drugs, under aggravating circumstances, a Class B Misdemeanor; trafficking in a controlled substance, first degree, first offense, more than or equal to two grams of methamphetamine by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing, selling, transferring, or possessing with intent to distribute, dispense or sell, a Class C Felony; no/expired registration receipt by having an expired registration receipt, a violation; operating on suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; drug paraphernalia, buy/possess when he unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor.
- Zachary Stringfellow, 34, of Hebron on or about September 30, 2023, committed the offense of flagrant non-support by failing to support his minor children, a Class D Felony.
- Chelsea Willis, 33, of Grayson on or about September 30, 2023, committed the offense of flagrant non-support by failing to support his minor children, a Class D Felony.
