The following indictments were returned by the Grand Jury of the Carter Circuit Court on March 10. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Billie Binion, 38, of Olive Hill, on or about January 26, 2023, committed the offenses of assault in the first degree, by intentionally assaulting Clifford James, causing him to suffer serious physical injury, by stabbing him with a knife, a Class B Felony; assault in the second degree, by intentionally striking Clyde James with a knife, and causing him to suffer visible injuries, a Class C Felony; fleeing and evading police, first degree, on foot, when with intent to elude, she disregarded officers’ directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; and resisting arrest, by using physical force against a peace officer, Chief Bruce Palmer, who was effectuating an arrest, a Class A Misdemeanor.
- Jeremy Cleary, 43, of Portsmouth, OH, on or about February 9, 2023, committed the offenses of operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; possession of marijuana, a Class B Misdemeanor; and trafficking in stolen identities by being in possession or control of identification cards, financial debit cards, and passports belonging to another, with the intention and purpose of trafficking, a Class C Felony; and failure to register transfer of a motor vehicle, by failing to initiate the transfer of registration on a motor vehicle within 15 days of the transfer of ownership, a Class A Misdemeanor.
- Nile Gilbert, 44, of Olive Hill, on or about February 18, 2023, committed the offenses of possession of a controlled substance, first degree, second offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; and possession of a firearm by a convicted felon, by having possession of a 12 gauge shotgun while having a prior felony conviction, a Class D Felony.
- Kisha Griffith, 42, of Grayson, on or about February 1, 2023, committed the offenses of failure to maintain required insurance, first offense, a Class B Misdemeanor; failure to register transfer of a motor vehicle, by failing to initiate the transfer of registration on a motor vehicle within 15 days of the transfer of ownership, a Class A Misdemeanor; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; possession of marijuana, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule two narcotic, a Class D Felony; and operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor.
- Ricky Hargis, 56, of Olive Hill, on or about January 5, 2023, committed the offenses of assault, fourth degree, domestic violence, with minor injury, by intentionally causing physical injury to another, a Class A Misdemeanor; and wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another, a Class D Felony.
- Jerald Jackson, 41, address unknown, on or about February 22, 2023, committed the offense of public intoxication, when he appeared in a public place manifestly under the influence of a controlled substance, or other intoxicating substances, excluding alcohol, to the degree that he endangered himself or other persons or property, or was unreasonable annoying to persons in his vicinity, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Martin Kimmet, 55, of Soldier, on or about February 8, 2023, committed the offenses of operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; possession of marijuana, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; and possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony.
- Clinton Slone, 30, of Hazard, on or about August 6, 2022, committed the offense of assault, fourth degree, minor injury, by intentionally causing physical harm to another, a Class A Misdemeanor; and criminal mischief, first degree, by intentionally destroying property of Super 8 Motel, causing more than $1,000 in damage, a Class D Felony.
- Johnny Puckett, 40, of Olive Hill, on or about October 25, 2022, committed the offense of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in more than two grams of methamphetamine, a schedule one narcotic, while having a previous conviction for trafficking in a controlled substance, a Class B Felony.
