Indictments target drug deals reaching back to 2019

The following indictments were returned by the Grand Jury of the Carter Circuit Court on May 21, 2021. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law. 

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances. 

  • Bryant Bowling, 43, of Grayson, on or about April 27, 2021, committed the offenses of failure to maintain required insurance, first offense, a Class B Misdemeanor; operating a motor vehicle under the influence, first offense, a Class B Misdemeanor; possession of a controlled substance, first degree, second offense, when he possessed methamphetamine, a schedule two narcotic, while having a previous conviction for possession, a Class D Felony; operating a motor vehicle with a suspended operator’s license, a Class B Misdemeanor; possession of drug paraphernalia, a Class A Misdemeanor; and possession of marijuana, a Class B Misdemeanor. 
  • Gregory Hall, 35, of Olive Hill, on or about April 12, 2021, committed the offenses of fleeing and evading police, first degree, motor vehicle, with intent to elude, disregarding officer’s direction to stop and creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; operating a motor vehicle under the influence, third offense, by operating a motor vehicle on a public roadway while intoxicated while having two prior convictions for DUI in the last ten years, a Class A Misdemeanor; possession of marijuana, a Class B Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor. 
  • Jason Hall, 43, of Olive Hill, on or about April 21, 2021, committed the offenses of failure of the owner to maintain required insurance, first offense, by driving a vehicle on a public roadway without valid insurance, a Class B Misdemeanor; operating a motor vehicle under the influence, first offence, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; possession of a controlled substance, first degree, first offence, when he possessed heroin, a schedule one narcotic, a Class D Felony; and operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor. 
  • Derrick Harper, 24, of Detroit, Michigan, on or about April 20, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, over two grams of methamphetamine, with an enhancement of penalty for being in possession of a firearm at the time of the offense, by selling or possessing with intent to sell more than two grams of methamphetamine, while possessing a firearm, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by selling or possessing with intent to sell heroin, a schedule one narcotic, while in possession of a firearm, a Class B Felony.
  • Derrick Harper, 24, of Detroit, on or about April 21, 2021, committed the offenses of aggravated trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in fentanyl, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in methamphetamine, a schedule two narcotic, a Class C Felony; trafficking in cocaine, first degree, first offense, by knowingly and unlawfully trafficking in cocaine, a schedule two narcotic, a Class C Felony. 
  • Kayla Henderson, 30, of Olive Hill, on or about September 24, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony. 
  • Kayla Henderson, 30, of Olive Hill, on or about October 4, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony. 
  • Kayla Henderson, 30, of Olive Hill, on or about October 7, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony. 
  • Kayla Henderson, 30, of Olive Hill, on or about November 6, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony. 
  • Kayla Henderson, 30, of Olive Hill, on or about November 25, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony. 
  • Marvin Sean Hogsten, 48, of Ashland, on or about February 1, 2020, through March 31, 2021, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $2,684.50, a Class D Felony.
  • Matthew Ingles, 36, of Olive Hill, on or about August 28, 2019, committed the offense of trafficking in a controlled substance, first degree, second offense, by distributing, dispensing, selling, transferring, or possessing fentanyl, with intent to distribute, with a previous conviction for trafficking in a controlled substance, a Class B Felony. 
  • Matthew Ingles, 36, of Olive Hill, on or about August 14, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin while having a previous conviction for trafficking, a Class B Felony.
  • Blake Johnston, 29, of Olive Hill, on or about January 21, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in fentanyl, a Class C Felony; being a persistent felony offender, second degree, by committing the felonious acts set forth in the indictment, while being convicted of a prior felony, a Class AN Enhancement. 
  • Blake Johnston, 29, of Olive Hill, on or about July 22, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in fentanyl, a Class C Felony; being a persistent felony offender, second degree, by committing the felonious acts set forth in the indictment, while being convicted of a prior felony, a Class AN Enhancement. 
  • Blake Johnston, 29, of Olive Hill, on or about August 6, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, methamphetamine, less than two grams, a Class D Felony. 
  • Blake Johnston, 29, of Olive Hill, on or about August 10, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, methamphetamine, less than two grams, a Class D Felony. 
  • Blake Johnston, 29, of Olive Hill, on or about August 14, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony.
  • Candace Johnston, 35, of Olive Hill, on or about November 21, 2019, trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony. 
  • Keara Keaton, 24, of Grayson, on or about June 8, 2020, committed the offense of theft by unlawful taking, over $500, by taking property from the victim, valued at over $500, with intent to permanently deprive them of their property, a Class D Felony. 
  • William Lawson, Jr., 42, of Grayson, on or about April 20, 2021, committed the offenses of trafficking in a controlled substance, by knowingly and unlawfully trafficking in a schedule two narcotic, methamphetamine, while in possession of a firearm at the time of the offense, a Class B Felony; trafficking in a controlled substance by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while in possession of a firearm, a Class B Felony.
  • William Lawson, Sr., 63, of Grayson, on or about April 20, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, methamphetamine, while in possession of a firearm at the time of the offense, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while in possession of a firearm, a Class B Felony. 
  • Kristin Moore, 37, of Grayson, on or about April 21, committed the offenses of trafficking in a controlled substance, first degree, first offense, by possessing with intent to sell 10 grams or more of fentanyl, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, methamphetamine, a Class C Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, cocaine, a Class C Felony; possession of drug paraphernalia, when she unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor.
  • Rocky Parsons, 59, of Olive Hill, on or about April 20, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, methamphetamine, while in possession of a firearm at the time of the offense, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while in possession of a firearm, a Class B Felony. 
  • Samuel Pennington, 46, of Olive Hill, on or about November 18, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, under two grams of methamphetamine, a Class D Felony; being a persistent felony offender, first degree, by committing the felonious acts set forth in the indictment, while being convicted of two prior felonies, a Class AN Enhancement. 
  • Samuel Pennington, 46, of Olive Hill, on or about November 24, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in fentanyl, a Class C Felony; being a persistent felony offender, first degree, by committing the felonious acts set forth in the indictment, while being convicted of two prior felonies, a Class AN Enhancement. 
  • Jonathan Reynolds, 32, of Olive Hill, on or about October 1, 2018, through March 31, 2021, committed the offense of flagrant non-support, by failing to support his minor children, and accumulating an arrearage of $3,966.00, a Class D Felony.
  • Bryan L. Sheeter, 38, of Grayson, on or about May 2, 2021, committed the offenses of burglary in the first degree, by knowingly and unlawfully entering a private dwelling with intent to commit a crime and while in the building or the immediate flight therefrom, he or another participant caused physical injury to a third party, a Class B Felony; strangulation, first degree, by intentionally impeding the normal breathing or circulation of the blood by applying pressure on the victim’s throat or neck or blocking their nose or mouth without consent, a Class C Felony; assault, fourth degree, minor injury, by intentionally causing physical injury to the victim, a Class A Misdemeanor. 
  • Alexandria Smith, 25, of Grayson, on or about March 14, 2021, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony. 
  • David Stafford, on or about February 1, 2019, through March 31, 2021, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $4,115.44, a Class D Felony. 
  • Timothy Tackett, 23, of Grayson, on or about March 14, 2021, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony. 
  • Staci Waggoner, 32, of Olive Hill, on or about April 4, 2020, committed the offenses of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule two narcotic, a Class D Felony; possession of marijuana, a Class B Misdemeanor; possession of drug paraphernalia, when she unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor. 
  • Bambi Waugh, 49, of Olive Hill, on or about April 20, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, more than two grams of methamphetamine, while in possession of a firearm at the time of the offense, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while in possession of a firearm at the time of the offense, a Class B Felony. 
  • Derek Wright, 20, of Grayson, possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony.
