Grayson holds special meeting after questions about transparency

The City of Grayson held a special, called meeting on December 18, 2024, to clarify the month’s previous meetings. 

“In the interests of being complete, and ensuring that everything is above bar, we are going to go ahead and read all the ordinances a second time,” Mayor Troy Combs said. “And even though we read them at the last meeting, this reading will constitute the official second reading.”

The concern, he said, was that perhaps the notice of the last meeting had not given the public enough time to attend the meeting. The special, called meeting was to give the public both clarification and sufficient advance notice.

The first issue addressed was a second reading of the City of Grayson 2025 lease agreement with Commercial Bank. The ordinance approved the execution and delivery of a lease agreement with the Commercial Bank of Grayson for a principal amount of $150,000 to finance a portion of the cost of the acquisition, construction, and installation of a municipal sidewalk. The ordinance also provided for the execution of documents related to the lease and designations regarding said lease.

The second ordinance covered was the City of Grayson leash ordinance, concerning animals within the city limits. The ordinance provided for the control of animals within the city limits, for the protection of the public and the animals, and penalties for violation of the ordinance. The ordinance, which is available in full upon request from the City of Grayson, contained language that stated no dog shall be allowed to become a nuisance. It further states that a person will be guilty of cruelty to animals in second degree if they intentionally or wantonly subject an animal to cruel mistreatment due to abandonment.

The ordinance is in full compliance with Kentucky Revised Statutes and does not apply to hunting, fishing, or trapping. It also provides regulations for vaccinations such as rabies, the required identification of dogs and cats, fines for violations, etc. Identification of animals is not a requirement to purchase a license for those animals.

Another resolution covered by the city in the special meeting was the city street resolution. The resolution officially recognized that the roads listed (a full list is available upon request) fall under the city’s maintenance and are an official part of the city road system.

The city also held the second reading for the resolution concerning compensation for elected officials. The resolution stated that the city council had reviewed Ordinance 05214 and determined that ordinance to be invalid. The council found that it was obligated by KRS 83A.0701 to set compensation for the elected officials of The City of Grayson by a valid city ordinance. The new and valid ordinance sets that compensation for the mayor at $32,000 per year payable in equal monthly installments and the compensation for council members under the new ordinance will be $6,000 per year payable in equal monthly installments.

All ordinances were voted on and accepted by the council. These ordinances, as well as past ordinances, are a matter of public record and can be obtained upon request.
