Legislative Update from Senator Webb

FRANKFORT— The Kentucky Higher Education Assistance Authority (KHEAA) continues to be a cornerstone of educational opportunity in the commonwealth, providing vital financial aid to students seeking to further their education. As we reflect on its impact, it’s clear that KHEAA is instrumental in equipping Kentuckians with the tools they need to build brighter futures.

Through a wide array of grants and scholarships, KHEAA addresses financial barriers that frequently hinder higher education. Programs like the College Access Program (CAP) provide need-based aid to students attending eligible public and private institutions. The Kentucky Educational Excellence Scholarship (KEES), funded entirely by Kentucky Lottery proceeds, rewards academic achievement, giving students tangible incentives to succeed. Other programs, such as the Dual Credit Scholarship and the Work Ready Kentucky Scholarship, open pathways to career advancement and postsecondary credentials.

Each of these initiatives is a lifeline for Kentuckians striving to realize their potential. For students and families in Senate District 18, the impact is significant. During Fiscal Year 2023, students in Boyd, Carter, Greenup, and Lewis Counties received a combined total of 4,671 grants and scholarships, amounting to $7,839,312 in financial aid. These resources enabled students to attend colleges and universities, pursue technical training, and access career opportunities that might otherwise have been out of reach.

Local institutions also benefited. Ashland Community and Technical College received 2,450 grants and scholarships totaling $3,030,490, while Kentucky Christian University saw 460 grants and scholarships worth $969,294. These investments are not merely figures on a page; they symbolize transformed lives and expanded opportunities.

The funding for these programs is primarily drawn from Kentucky Lottery proceeds, a testament to how public initiatives can directly benefit our communities. Since its inception, the lottery has generated billions for education, reinforcing the importance of public investments that yield long-term benefits.

In other news, I had the privilege of meeting with Raceland Mayor Tony Wilson, Flatwoods Mayor Buford Hurley, Raceland City Administrator Dustin Burchett, and Senior Advisor to the Governor Rocky Adkins in Frankfort. These discussions are essential as we prepare for the 2025 legislative session, focusing on the needs of Greenup County and strengthening the partnership between state and local governments.

We discussed strategies to address infrastructure, economic opportunities, and quality of life for our communities. The challenges faced at the local level guide much of our work in the legislature, and staying connected to local leaders helps our policies reflect the unique needs of our district.

Having these officials in Frankfort highlights the importance of collaboration. Their efforts in addressing critical issues, managing resources, and planning for growth are vital to our progress. I am committed to supporting their efforts with the resources and policies needed to achieve our shared goals.
