Indictments: 11/18/22

The following indictments were returned by the Grand Jury of the Carter Circuit Court on November 18, 2022. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Leslie Bailey, 45, of Grahn, on or about October 11, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; theft of identity, when he knowingly possessed and used another’s identifying information with the intent to represent himself as another to avoid detection by law enforcement, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
  • Curtis Barker, 32, of Olive Hill, on or about September 21, 2022, committed the offense of wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another person, a Class D Felony.
  • Jeremiah Scott Blevins, 34, of Morehead, on or about September 13, 2022, committed the offenses of strangulation, first degree, by intentionally impeding the normal breathing or circulation of the blood of another person, by applying pressure on his throat or neck, without consent, causing the person to lose consciousness, a Class C Felony; wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another, a Class D Felony; assault, first degree, by intentionally assaulting another person, causing this person to suffer serious physical injury, by striking the victim with a closed fist and slamming his head to the ground, a Class B Felony; and terroristic threatening, first degree, by threatening to commit a crime against another likely to cause serious physical injury to them, a Class C Felony.
  • Stephanie L. Bodkins, 45, of Grayson, on or about September 27, 2022, committed the offenses of trafficking in a controlled substance, first degree, first offense, methamphetamine, by knowingly and unlawfully trafficking in a Schedule II narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell two or more grams of methamphetamine, a Class C Felony; and trafficking in controlled substance, first degree, first offense, heroin, by knowingly and unlawfully trafficking in a Schedule I narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony.
  • Zachary Shawn Boggs, 30, of Olive Hill, on or about May 20, 2022, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed heroin, a Schedule I narcotic, a Class D Felony.
  • Travis Carter, 30, of Olive Hill, on or about October 30, 2022, committed the offenses of fleeing and evading police, first degree, motor vehicle when. with the intent to elude, he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; and being a persistent felony offender, second degree, by committing the felonious acts set forth in this indictment while being convicted of a prior felony, an Enhancement.
  • Clavis A. Fraley, 42, of Grayson, on or about May 27, 2022, committed the offense of assault, first degree, by intentionally assaulting another person, causing this person to suffer serious physical injury, by using a hammer to strike the victim in the head and back, a Class B Felony.
  • Phillip Hanshaw, 50, of Olive Hill, on or about June 16, 2022, committed the offenses of criminal mischief, first degree, by ramming a camper with hay forks, turning it over, and intentionally destroying property belonging to another, causing more than $1,000.00 damage, a Class D Felony; and terroristic threatening, third degree, by threatening to commit a crime against another likely to cause serious physical injury to them, a Class A Misdemeanor.
  • Crystal Hodge, 37, of Princeton, West Virginia, on or about January 24, 2021, committed the offenses of murder, by wantonly engaging in conduct which created a grave risk of death to another person, and thereby caused the death of a minor child, a Class A Felony; wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to a minor child, a Class D Felony; and assault, first degree, by intentionally assaulting a minor, causing her to suffer serious physical injury, a Class B Felony.
  • Craig Heath Horton, 40, of Grayson, on or about September 27, 2022, committed the offenses of trafficking in a controlled substance, first degree, first offense, methamphetamine, by knowingly and unlawfully trafficking in a Schedule II narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell two or more grams of methamphetamine, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, heroin, by knowingly and unlawfully trafficking in a Schedule I narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense, or sell heroin, a Class C Felony.
  • Joseph Logan, 60, of Olive Hill, on or about November 3, 2022, committed the offenses of operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; trafficking in controlled substance, first degree, first offense, methamphetamine, by knowingly and unlawfully trafficking in a Schedule II narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense or sell two or more grams of methamphetamine, a Class C Felony; and possession of a controlled substance, third degree, when he possessed an unspecified drug substance, a Class A Misdemeanor.
  • Johnny Puckett, 39, of Olive Hill, on or about October 25, 2022, committed the offenses of operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; trafficking in controlled substance, first degree, first offense, methamphetamine by knowingly and unlawfully trafficking in a Schedule II narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense or sell two or more grams of methamphetamine, a Class C Felony; possession of marijuana, by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor.
  • Luther D. Smith, 55, of Olive Hill, on or about July 27, 2022, committed the offenses of receiving stolen property over firearm, by being in possession of a 9mm Ruger belonging to another, knowing it to have been stolen, a Class D Felony; and receiving stolen property over firearm, by being in possession of a Glock 40 caliber handgun belonging to another, knowing it to have been stolen, a Class D Felony.
