Indictments: 11/4/22

The following indictments were returned by the Grand Jury of the Carter Circuit Court on November 4, 2022. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Toby Ward, 45, of Grayson, through September 28, 2022, committed the offense of flagrant non-support, by failing to support his two minor children, and accumulating an arrearage of $46,268.23, a Class D Felony.
  • Jessica Wade, 35, of Ironton, Ohio, through September 30, 2022, committed the offense of flagrant non-support, by failing to support her two minor children, and accumulating an arrearage of $15,206.74, a Class D Felony.
  • Anna Stamper, 38, of Olive Hill, on or about September 1, 2017, through September 30, 2022, committed the offense of flagrant non-support, by failing to support her minor child, and accumulating an arrearage of $6,434.11, a Class D Felony.
  • Anna Stamper, 38, of Olive Hill, on or about April 1, 2011, through September 30, 2022, committed the offense of flagrant non-support, by failing to support her three minor children, and accumulating an arrearage of $12,737.43, a Class D Felony.
  • Marilyn Anderson Smith, 47, of Grayson, through September 30, 2022, committed the offense of flagrant non-support, by failing to support her minor child, and accumulating an arrearage of $11,638.44, a Class D Felony.
  • Jeremy Lewis, 45, of Ashland, through September 30, 2022, committed the offense of flagrant non-support, by failing to support his minor child, and accumulating an arrearage of $7,364.05, a Class D Felony.
  • Joseph B. Kouns, 34, of Grayson, on or about September 24, 2022, committed the offenses of possession of a handgun by a convicted felon, by having possession of a handgun while having a prior felony conviction, a Class C Felony; fleeing and evading police, first degree on foot, when with the intent to elude, he disregarded an officer’s directions to stop creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; resisting arrest, by using physical force against peace officers who were effectuating an arrest, a Class A Misdemeanor; trafficking in marijuana (less than eight ounces) , first offense, by knowingly and unlawfully trafficking in less than eight ounces of marijuana, a Class A Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor.
  • Ricky Hargis, 55, of Olive Hill, through September 30, 2022, committed the offense of flagrant non-support, by failing to support his minor child, and accumulating an arrearage of $3,934.69, a Class D Felony.
  • Daniel Gutierrez, 55, of Grayson, on or about August 1, 2021, through September 30, 2022, committed the offense of flagrant non-support, by failing to support his three minor children, and accumulating an arrearage of $3,449.92, a Class D Felony.
  • Anthony Gray, 27, of Olive Hill, on or about September 21, 2022, committed the offense of strangulation, first degree, by intentionally impeding the normal breathing or circulation of blood of another person, by applying pressure on this person’s throat or neck or blocking their nose or mouth without consent, a Class C Felony.
  • Bobby Dunn, 39, of Mt. Sterling, on or about September 1, 2011, through September 30, 2022, committed the offense of flagrant non-support, by failing to support his minor child, and accumulating an arrearage of $23,547.45, a Class D Felony.
  • Adam C. Davis, 38, of Rush, on or about May 9, 2021, committed the offense of receiving stolen property under $10,000, by being in possession of a 1997 Pontiac Grand Prix, belonging to another, and knowing it to be stolen, a Class D Felony.
  • Clint Caudill, 31, of Hitchins, through September 30, 2022, committed the offense of flagrant non-support, by failing to support his minor child, and accumulating an arrearage of $3,746.66, a Class D Felony.
  • Stefanie Bodkins, 45, of Grayson, on or about September 29, 2022, committed the offense of promoting contraband, first degree, by knowingly and unlawfully introducing dangerous contraband into the Carter County Detention Center, a Class D Felony.
