Indictments: 11/5/21

The following indictments were returned by the Grand Jury of the Carter Circuit Court on November 5, 2021. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law. 

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Romie Valandingham, 69, of Grayson, on or about June 14, 2021, committed the offense of criminal possession of a forged instrument, first degree, by knowingly possessing counterfeit currency with intent to defraud, a Class C Felony.
  • Freddy Sexton, 58, of Grayson, between the years of 2016 and 2019, committed the offenses of three counts of sodomy, first degree, by having deviant sexual intercourse with a child less than 12-years-of-age, each a Class A Felony; on or about July 9, 2019, committed the offense of sodomy, first degree, by having deviant sexual intercourse with a child less than 12-years-of-age, a Class A Felony; and between the years of 2016 and 2019, committed the offenses of two counts of sexual abuse, first degree, by subjecting a person less than twelve-years-old, who is incapable of consent, to sexual contact, each a Class C Felony.
  • Delbert Haines, 36, of Morehead, on or about October 12, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; fleeing and evading police, first degree, motor vehicle, when, with intent to elude, he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; operating a motor vehicle under the influence, first offense, aggravating circumstances, by operating a motor vehicle on a public roadway while intoxicated and under aggravating circumstances, a Class B Misdemeanor; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; possession of a handgun by a convicted felon, by having possession of a handgun while having a prior felony conviction, a Class C Felony; fleeing and evading police, first degree, on foot, when, with intent to elude, he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; and criminal mischief, third degree, by intentionally or wantonly defacing, damaging, or destroying property, a Class A Misdemeanor; with an enhancement for being a persistent felony offender, first degree, by committing the felonious acts set forth in the indictment while being convicted of two prior felonies.
  • Scott Griffitt, 22, of Flemingsburg, on or bout June 19, 2021, committed the offenses of distribution of obscene matter to minors, by knowing a person to be a minor, or having possession of such fact that he should reasonably know that such person is a minor, and with knowledge of the content and character of the material, he knowingly sent or caused to be sent obscene material to a minor, a Class A Misdemeanor; and unlawful use of electronic means originating or received within the Commonwealth to induce a minor to engage in sexual or other prohibited activities by knowingly using a communication system for the purpose of procuring or promoting the use of a minor for an activity in violation of KRS 510.040, 510.050, 510.060, 510.070, 510.080. 510.090, 510.110, or 529.100, 530.063(1)(a), or KRS Chapter 531, a Class D Felony.
  • Robert Dickerson, 50, of Olive Hill, on or about September 18, 2021, committed the offense of possession of a handgun by a convicted felon, by having possession of a handgun while having a prior felony conviction, a Class C Felony.
  • Stacey Dean, 44, of Olive Hill, on or about April 12, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; operating a motor vehicle under the influence, third offense, by operating a motor vehicle on a public roadway while intoxicated, having two prior convictions for DUI in the last ten year, a Class A Misdemeanor; possession of drug paraphernalia, a Class A Misdemeanor; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; and possession of a controlled substance, third degree, by knowingly and unlawfully, possessing a controlled substance classified as a schedule four or schedule five drug, a Class A Misdemeanor.
