Indictments: 2/18/22

The following indictments were returned by the Grand Jury of the Carter Circuit Court on February 18, 2022. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law. 

  • Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
  • Freddie Sexton, 58, of Grayson, on or about 2009 through 2011 committed the offenses of ten counts of first degree sexual abuse, by having contact with a child less than twelve years of age, each a Class C Felony.
  • Danny Webb, 67, of Olive Hill, on or about October 12, 2021 through December 14, 2021, committed the offenses of ten counts of possession matter portraying sexual performance by a minor victim under 12 by knowingly possessing a matter which visually depicts an actual sexual performance by a minor person, knowing them to be under 12 years old, each a Class C Felony; ten counts of distribution of matter portraying sexual performance by a minor victim under 12 by having knowledge of its content and character, he sent or caused to be sent, or brought or caused to be brought, into this state for sale or distribution, or in this state he exhibited for profit or gain, distributes, offers to distribute, or had in his possession with intent to distribute, exhibit for profit or gain, or offer to distribute, any matter portraying a sexual performance by a minor, knowing them to be under 12 years old, each a Class C Felony; ten counts of possessing matter portraying sexual performance by a minor, by knowingly possessing a matter which visually depicts an actual sexual performance by a minor person, each a Class D Felony; and ten counts of distribution of matter portraying sexual performance by a minor by having knowledge of its content and character, he sent or caused to be sent, or brought or caused to be brought, into this state for sale or distribution, or in this state he exhibited for profit or gain, distributes, offers to distribute, or had in his possession with intent to distribute, exhibit for profit or gain, or offer to distribute, any matter portraying a sexual performance by a minor, each a Class D Felony.
  • Shawn Keith Herrman, 43, of Ripley, Ohio, on or about August 11, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, less than two grams of methamphetamine, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
  • Phillip Johnson, 36, of Soldier, on or about April 9, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, fentanyl, a Class C Felony.
  • Rachel Bradley, 53, of Olive Hill, on or about August 2, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, fentanyl, a Class C Felony; on or about July 29, 2021, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, fentanyl, a Class C Felony.   
  • David Prater, 52, of Grayson, on or about June 1, 2018, through December 31, 2021, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $13,197.22, a Class D Felony.
  • Laken Johnson, 29, of Grayson, on or about December 1, 2019, through December 31, 2021, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $7,886.00, a Class D Felony.
  • Barbara Ison, 35, of Grayson, on or about December 1, 2020, through December 31, 2021, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $3,073.50, a Class D Felony.
  • James Carpenter, 47, of Grayson, through December 31, 2021, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $12,637.16, a Class D Felony.
