Indictments: 2/24/23

The following indictments were returned by the Grand Jury of the Carter Circuit Court on February 24. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Virginia Skaggs, 42, of Olive Hill, on or about January 7, 2023, committed the offenses of receiving stolen property valued at more than $1,000 but less than $10,000 by being in possession of a 2008 Chevrolet Avalanche pickup truck belonging to another and knowing it to be stolen, a Class D Felony; receiving stolen property valued at more than $500 but less than $1,000 by being in possession of a 1997 Chevrolet pickup truck belonging to another and knowing it to be stolen, a Class A Misdemeanor; three counts of possession of a firearm by a convicted felon, each a Class D Felony; and receiving stolen property by receiving property belonging to another and knowing it to be stolen, a Class B Misdemeanor.
  • William Skaggs, 44, of Mt. Sterling, on or about January 7, committed the offense of receiving stolen property valued at more than $1,000 but less than $10,000 by being in possession of a 2008 Chevrolet Avalanche pickup truck belonging to another and knowing it to be stolen, a Class D Felony; receiving stolen property valued at more than $500 but less than $1,000 by being in possession of a 1997 Chevrolet pickup truck belonging to another and knowing it to be stolen, a Class A Misdemeanor; three counts of possession of a firearm by a convicted felon, each a Class D Felony; and receiving stolen property by receiving property belonging to another and knowing it to be stolen, a Class B Misdemeanor.
  • John Dyer, 59, of Frankfort, on or about December 2, 2022, committed the offenses of engaging in organized crime by organizing and/or participating in an organized criminal syndicate which criminal enterprises engaged in illegal trafficking in controlled substances, a Class B Felony; trafficking in a controlled substance, first degree, first offense, more than four grams of cocaine, by knowingly and unlawfully trafficking in a schedule I narcotic, by selling cocaine, a Class C Felony; and trafficking in a controlled substance, carfentanil or fentanyl, by knowingly and unlawfully trafficking in a schedule II narcotic, by distributing or possessing with intent to distribute or sell carfentanil or fentanyl, a Class C Felony.
  • Sandra Bayes, 56, of Ashland, on or about December 2, 2022, committed the offenses of engaging in organized crime by organizing and/or participating in an organized criminal syndicate which criminal enterprises engaged in illegal trafficking in controlled substances; trafficking in a controlled substance, first degree, first offense, more than four grams of cocaine, by knowingly and unlawfully trafficking in a schedule I narcotic, by selling cocaine, a Class C Felony; and trafficking in a controlled substance, carfentanil or fentanyl, by knowingly and unlawfully trafficking in a schedule II narcotic, by distributing or possessing with intent to distribute or sell carfentanil or fentanyl, a Class C Felony.
  • Ahdari York, 27, of Southfield, MI, on or about December 2, 2022, committed the offenses of engaging in organized crime by organizing and/or participating in an organized criminal syndicate which criminal enterprises engaged in illegal trafficking in controlled substances, a Class B Felony; trafficking in a controlled substance, more than 28 grams of fentanyl, aggravated, by knowingly and unlawfully trafficking in a schedule II narcotic, by distributing or possessing with intent to distribute or sell 28 grams or more of fentanyl, under aggravating circumstance, a Class B Felony; trafficking in a controlled substance, first degree, first offense, more than four grams of cocaine, by knowingly and unlawfully trafficking in a schedule I narcotic, by selling cocaine, a Class C Felony; and trafficking in a controlled substance in or near a school, by knowingly and unlawfully trafficking a schedule II narcotic within 1,000 feet of a school building being used for classroom instruction, a Class B Felony.
  • Marisa Esque, 23, of Grayson, on or about December 2, 2022, committed the offenses of engaging in organized crime by organizing and/or participating in an organized criminal syndicate which criminal enterprises engaged in illegal trafficking in controlled substances, a Class B Felony; trafficking in a controlled substance, more than 28 grams of fentanyl, aggravated, by knowingly and unlawfully trafficking in a schedule II narcotic, by distributing or possessing with intent to distribute or sell 28 grams or more of fentanyl, under aggravating circumstance, a Class B Felony; and trafficking in a controlled substance in or near a school, by knowingly and unlawfully trafficking a schedule II narcotic within 1,000 feet of a school building being used for classroom instruction, a Class B Felony.
  • Chester Griffith, 74, of Grayson, on or about January 28, 2023, committed the offenses of sexual abuse, first degree, by having sexual contact and committing sexual acts with a female less than 12 years of age,
  • a Class C Felony; sexual abuse, first degree, by having sexual contact and committing sexual acts with a second female less than 12 years of age, a Class C Felony; and sexual abuse, first degree, by having sexual contact and committing sexual acts with a third female less than 12 years of age, a Class C Felony.
  • Patrick Kouns, 34, of Grayson, on or about January 8, 2023, committed the offense of criminal mischief, first degree, by intentionally destroying property belonging to another, causing more than $1,000 damage, a Class D Felony.
  • Kristy Burnett, 32, of Grayson, on or about January 18, 2023, committed the offenses of no registration receipt, by not having a registration receipt in her possession, a violation; failure to maintain required registration plate, by driving a motor vehicle on a public roadway without valid registration plates on the vehicle, a violation; failure to maintain required insurance, by driving on a public roadway without valid insurance on the vehicle, a Class A Misdemeanor; possession of marijuana by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when she possessed heroin, a schedule I narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
  • Jason Cummins, 30, of Grayson, on or about January 29, 2023, committed the offenses of assault in the third degree, by striking an officer of the Carter County Detention Center, a Class D Felony; and terroristic threatening, third degree, by threatening to commit a crime against another likely to cause serious physical injury to them, a Class A Misdemeanor; with an enhancement for the offense of being a persistent felony offender, first degree, by committing the felonious acts set forth in his indictment while being convicted of two prior felonies.
  • Randy Adkins, 57, of Grayson, on or about January 3, 2023, committed the offenses of no registration receipt, by not having a registration receipt in his possession, a violation; failure to maintain required registration plate, by driving a motor vehicle on a public roadway without valid registration plates on the vehicle, a violation; operating a motor vehicle under the influence, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense, drug unspecified, when he possessed a scheduled one or schedule two narcotic, a Class D Felony.
  • Estill Stamper, 52, of Olive Hill, on or about January 9, 2023, committed the offense of theft of mail matter, when he stole a package delivered by mail from the porch of another person, with the intent to deprive the owner of the item, a Class D Felony.
