The following indictments were returned by the Grand Jury of the Carter Circuit Court on April 8, but held in confidence by the court until April 22. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Haven Arthurs, 24, of Olive Hill, on or about February 18, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor.
- Jesse Banfield, 39, of Grayson, on or about December 8, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule on narcotic, a Class D Felony; possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor; operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and operating on a suspended driver’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor.
- Kimberly Blevins, 36, of Grayson, in Morgan County, on or about February, 2021, through June, 2021, committed the offenses of two counts of sodomy, third degree, by having deviant sexual intercourse with another 16 or 17 years of age, and being ten or more years older than the other, each a Class D Felony; in Carter County, committed the offenses of four counts of sexual abuse, first degree, by having sexual contact with a male less than 18 years of age by forcible compulsion, a Class D Felony.
- Jason Brewster, 38, of Olive Hill, on or about October 1, 2017, through February 28, 2022, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $6,114.21, a Class D Felony.
- Charles Burnett, 24, of Grayson, on or about February 21, 2022, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute, two or more grams of methamphetamine, a Class C Felony; possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor; and fleeing and evading the police, second degree, on foot with intent to elude, when he disregarded an officer’s directions to stop, creating a substantial risk of physical injury to the officers, a Class A Misdemeanor.
- Clifford “Boomer” Cathey, 44, of Grayson, on or about March 16, 2022, committed the offenses of trafficking in a controlled substance, first degree, second offense, with a firearms enhancement, by knowingly and unlawfully trafficking in a schedule one narcotic, by selling or possessing with intent to sell heroin while having a previous conviction for trafficking, while possessing a firearm, a Class A Felony; trafficking in a controlled substance, first degree, second offense, with a firearms enhancement, by knowingly and unlawfully trafficking in a schedule two narcotic, by selling or possessing with intent to sell more than two grams of methamphetamine, while having a previous conviction for trafficking, while possessing a firearm, a Class A Felony; with an enhancement for being a persistent felony offender, first degree, by committing the felonious acts set forth in the indictment while being convicted of two prior felonies; trafficking in marijuana, more than eight ounces but less than five pounds, first offense, by knowingly and unlawfully trafficking in marijuana over eight ounces, a Class D Felony; and possession of a firearm by a convicted felon, by having possession of a firearm while having a prior felony conviction, a Class D Felony.
- Robert Carroll, 33, of Olive Hill, on or about January 23, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor.
- Leonard Danner, 49, of Grayson, on or about December 12, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; criminal trespass, third degree, by knowingly and unlawfully entering or remaining on the premises belonging to Love’s Truck Stop, a violation; and possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor.
- Tony Lee Easterling, 37, of Grayson, on or about November 18, 2021, committed the offenses of promoting contraband in the first degree, by knowingly and unlawfully introducing or possessing dangerous contraband into or while being confined at the Carter County Detention Center, a Class D Felony; possession of a controlled substance, second degree, by knowingly and unlawfully possessing a controlled substance classified as a schedule three drug, a Class A Misdemeanor; and possession of a controlled substance, third degree, by knowingly and unlawfully possessing a controlled substance classified as a schedule IV or V drug, a Class A Misdemeanor.
- Steven Franklin, 26, of Grayson, on or about March 17, 2022, committed the offense of wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another, a Class D Felony; and terroristic threatening, third degree, by threatening to commit a crime against another likely to cause serious physical injury to them, a Class A Misdemeanor.
- Anthony Gray, 39, of Olive Hill, on or about April 1, 2018, through February 28, 2022, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $13,761.97, a Class D Felony.
- Joseph Greenhill, 46, of Grayson, on or about March 5, 2022, committed the offense of stalking, first degree, by stalking another person and making an explicit threat with the intent to place that person in reasonable fear of sexual contact, serious physical injury, or death, and a protective order had been issued by the court to protect the same victim and the defendant had been served with the summons or order or was given actual notice, or a criminal complaint is currently pending with a court, law enforcement agency, or prosecutor by the same victim and the defendant has been served with a summons or warrant, or has been given actual notice, or the defendant has been convicted of or pled guilty within the previous five years to a felony or Class A Misdemeanor against the same victims, or the act or acts were committed while the defendant had a deadly weapon on or about his person, a Class D Felony; and violation of an EPO/DVO by intentionally violating the provisions of an order with the order being issued pursuant to KRS, where he has been given notice of said order, a Class A Misdemeanor.
- Nicholas Herbst, 39, of Lockbourne, Ohio, on or about September 1, 2016, through February 28, 2022, committed the offense of flagrant non-support, by failing to support his minor child, and accumulating an arrearage of $3,619.32, a Class D Felony.
- Hedi Houck, 57, of Grayson, on or about March 14, 2022, committed the offenses of promoting contraband in the first degree, by knowingly and unlawfully introducing or possessing dangerous contraband into or while being confined at the Carter County Detention Center, a Class D Felony; tampering with physical evidence by destroying, mutilating, concealing, removing, or altering physical evidence which she believed would be in an official proceeding, a Class D Felony; and possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Charles Ison, 57, of Grayson, on or about January 5, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor.
- Nickie Ison, 24, of Olive Hill, on or about March 16, 2022, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Jeffery Jones, 38, of Denton, on or about June 1, 2015, through February 28, 2022, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $16,280.00, a Class D Felony.
- Martin Littleton, 50, of Olive Hill, on or about March 16, 2022, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Jomanda McDavid, 39, of Hale, MI, on or about May 1, 2016, through February 28, 2022, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $14,797.26, a Class D Felony.
- Donald McGlone, 65, of Olive Hill, on or about February 16, 2022, committed the offenses of operating a motor vehicle under the influence, second offense, by operating a motor vehicle on a public roadway while intoxicated and having a prior conviction of DUI within ten years, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed a schedule one or schedule two narcotic (drug unspecified), a Class D Felony; and failure of owner to maintain required insurance, first offense, by driving a motor vehicle on a public roadway without valid insurance in effect on the vehicle, a Class B Misdemeanor.
- Joshua Porter, 30, of Olive Hill, on or about January 23, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and failure of owner to maintain required insurance, first offense, by driving a motor vehicle on a public roadway without valid insurance in effect on the vehicle, a Class B Misdemeanor.
- Carrie Reedy, 41, of Grayson, on or about December 8, 2021, committed the offense of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Robert Shenett, 53, of Grayson, on or about March 10, 2022, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and failure of owner to maintain required insurance, first offense, by driving a motor vehicle on a public roadway without valid insurance in effect on the vehicle, a Class B Misdemeanor.
- Christopher Stamper, 45, of Ashland, on or about April 1, 2011, through February 28, 2022, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $5,510.08, a Class D Felony.
- Angela Wages, 32, of Ashland, on or about June 1, 2018, through February 28, 2022, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $2,855.27, a Class D Felony.
- Katie Wagoner, 28, of Grayson, on or about January 5, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, when she unlawfully possessed drug paraphernalia with the intent to use it for the purpose of introducing into the human body an illegal or controlled substance, a Class A Misdemeanor.
- Corey Wicker, 38, of Grayson, on or about March 9, 2022, committed the offense of assault in the second degree, by intentionally assaulting another and causing him to suffer serious physical injury or with a deadly weapon or a dangerous instrument and causing him to suffer physical injury, a Class C Felony; with an enhancement for being a persistent felony offender, second degree, by committing the felonious acts set forth in this indictment while being convicted of a prior felony.
