The following indictments were returned by the Grand Jury of the Carter Circuit Court on May 6, but held by the court until released in a large batch with other indictments in June. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Drew Zirkle, 33, of Grayson, on or about December 15, 2021, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Barbara Wood, 60, of Olive Hill, on or about February 28, 2022, committed the offenses of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine more than two grams, while have a previous conviction for trafficking in a controlled substance, a Class B Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- William Williams, 44, of Olive Hill, on or about February 7, 2022, committed the offense of theft by unlawful taking over $1,000, by taking property valued at over $1,000 with intent to permanently deprive the owner of their property, a Class D Felony.
- Donna Weiler, 42, of Grayson, on or about December 4, 2021, committed the offense of theft by unlawful taking over $1,000, by taking property from The First Church of Christ Grayson valued at over $1,000 with intent to permanently deprive them of their property, a Class D Felony.
- Donna Weiler, 42, of Grayson, on or about November 6, 2021, committed the offense of burglary in the second degree, by knowingly and unlawfully entering the dwelling of another with intent to commit a crime, a Class C Felony.
- Kosha Wagoner, 35, of Olive Hill, on or about September 13, 2019, committed the offense of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while having a previous conviction for trafficking in a controlled substance, a Class B Felony.
- Kosha Wagoner, 35, of Olive Hill, on or about September 12, 2019, committed the offense of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while having a previous conviction for trafficking in a controlled substance, a Class B Felony.
- Kosha Wagoner, 35, of Olive Hill, on or about August 27, 2019, committed the offense of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while having a previous conviction for trafficking in a controlled substance, a Class B Felony.
- George Tomlin, 58, of Olive Hill, on or about June 26, 2021, committed the offense of burglary in the second degree, by knowingly and unlawfully entering the dwelling of another with intent to commit a crime, a Class C Felony.
- Robert Sturgill, 34, of Grayson, on or about March 25, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor.
- Ricky Stamper, 41, of Sandy Hook, on or about February 8, 2022, committed the offense of fleeing and evading police, first degree, motor vehicle, with intent to elude, when he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony.
- Alexandria Smith, 26, of Grayson, on or about January 14, 2022, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, by distributing or possessing with intent to distribute more than two grams of methamphetamine, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one controlled substance, by distributing or possessing with intent to distribute heroin, a Class C Felony.
- Madonna Sexton, 39, of Grayson, on or about April 17, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; and criminal trespass, third degree, by knowingly and unlawfully entering or remaining on a premises belonging to another, a violation.
- Stanley Sargent, 42, of Morehead, on or about December 7, 2021, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Brenda Prichard, 40, of Grayson, on or about August 3, 2021, committed the offense of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Jonathan Phillips, 33, of Olive Hill, on or about November 19, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute less than two grams of methamphetamine, a Class D Felony; and trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute fentanyl, a Class C Felony.
- Darryl Owens, 56, of Olive Hill, on or about August 3, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute less than two grams of methamphetamine, a Class D Felony.
- Darryl Owens, 56, of Olive Hill, on or about January 30, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute fentanyl, a Class C Felony; trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute heroin, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute less than two grams of methamphetamine, a Class D Felony.
- Daryl Owens, 56, of Olive Hill, on or about January 21, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute fentanyl, a Class C Felony.
- Darryl Owens, 56, of Olive Hill, on or about October 22, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute heroin, a Class C Felony.
- Darryl Owens, 56, of Olive Hill, on or about October 22, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by selling less than 10 dosage units of morphine, a Class D Felony.
- Martin Miller, 44, of Rush, on or about April 16, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; and operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor.
- Austin Miller, 27, of Grayson, on or about April 12, 2022, committed the offenses of fleeing and evading police, first degree, motor vehicle, when with intent to elude he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; fleeing and evading police, second degree, on foot, when with intent to elude he disregarded an officer’s directions to stop, creating a substantial risk of physical injury to the officers, a Class A Misdemeanor; and criminal mischief, first degree, by intentionally destroying property belonging to another, causing more than $1,000 damage, a Class D Felony.
- Courtnie Martinez, 31, of Olive Hill, on or about July 23, 2020, committed the offense of trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute fentanyl, a Class C Felony.
- Stephen Ludwig, 31, of Grayson, on or about April 10, 2022, committed the offenses of operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and failure of owner to maintain required insurance, first offense, by driving a vehicle on a public roadway without valid insurance in effect on the vehicle, a Class B Misdemeanor.
- Stanley Lewis, 35, of Olive Hill, on or about September 11, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully distributing or possessing with intent to distribute heroin, a Class C Felony; with an enhancement for the offense of being a persistent felony offender, second degree, by committing the felonious act set forth in the indictment while being convicted of a prior felony.
- Stanley Lewis, 35, of Olive Hill, on or about September 10, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully distributing or possessing with intent to distribute heroin, a Class C Felony; with an enhancement for the offense of being a persistent felony offender, second degree, by committing the felonious act set forth in the indictment while being convicted of a prior felony.
- Larry David Lewis, 38, of Olive Hill, on or about March 15, 2022, committed the offenses of twelve (12) counts of possessing matter portraying a sexual performance by a minor victim under the age of 12, by knowingly possessing matters which visually depict actual sexual performances by a minor person or persons, knowing them to be under 12-years-old, each a Class C Felony; and possessing mater portraying a sexual performance by a minor, by knowingly possessing a matter which visually depicts an actual sexual performance by a minor person, a Class D Felony.
- Kay Laboiteaux, 52, of Olive Hill, on or about February 28, 2022, committed the offenses of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, more than two grams of methamphetamine, while having a previous conviction for trafficking in a controlled substance, a Class B Felony; possession of drug paraphernalia, a Class A Misdemeanor; and operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor.
- Paul Kelley, 57, of Grayson, on or about March 3, 2022, committed the offenses of operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; possession of drug paraphernalia, a Class A Misdemeanor; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute two or more grams of methamphetamine, a Class C Felony.

Johnson, 36, of Olive Hill, on or about October 29, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute less than two grams of methamphetamine, a Class D Felony.
- Phillip Edward Johnson, 44, of Grayson, on or about August 28, 2019, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully distributing or possessing with intent to distribute heroin, a Class C Felony.

- Joseph Johnson, 31, of Olive Hill, on or about October 30, 2020, committed the offenses of trafficking in a controlled substance, first degree, first offense, by distributing or possessing with intent to distribute fentanyl, a Class C Felony; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully distributing or possessing with intent to distribute heroin, a Class C Felony; with an enhancement for the offense of being a persistent felony offender, second degree, by committing the felonious acts set forth in this indictment while being convicted of a prior felony.
- Tiffany Justice, 35, of Grayson, on or about December 15, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; and wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another, a Class D Felony.
- Eric Justice, 41, Grayson, on or about March 25, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Jonathan Huffman, 42, of Grayson, on or about February 7, 2022, committed the offense of theft by unlawful taking, over $1,000, by taking property from another valued at over $1,000 with intent to permanently deprive them of their property, a Class D Felony.
- Ricky Ford, 35, of Dry Ridge, on or about March 7, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Mandy Elliot, 44, of Grayson, or about February 21, 2022, committed the offense of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony.
- Billy Collins, 39, of Grayson, on or about February 27, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; and theft by unlawful taking, under $500, by taking property valued at less than $500 from another with intent to permanently deprive them of their property, a Class A Misdemeanor.
- William Church, 50, of Grayson, on or about April 10, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; and operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor.
- Steven Campbell, 38, of Grayson, on or about December 15, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; and wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to another, a Class D Felony.
- Michael Carter, 24, of Denton, on or about January 14, 2022, committed the offenses of trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, by distributing or possession with intent to distribute over two grams of methamphetamine, while having a prior conviction for trafficking in a controlled substance, a Class B Felony; and trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, by distributing or possession with intent to distribute heroin, while having a prior conviction for trafficking in a controlled substance, a Class B Felony.
- James Burton, 44, of Grayson, on or about February 21, 2022, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute two or more grams of methamphetamine, a Class C Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Charles Burnett, 24, of Grayson, on or about February 21, 2022, committed the offense of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule two narcotic, by distributing or possessing with intent to distribute two or more grams of methamphetamine, a Class C Felony; possession of drug paraphernalia, a Class A Misdemeanor; and fleeing and evading police, first degree, on foot, when, with intent to elude, he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony.

- Michael Affolter, 60, of Grayson, on or about February 8, 2022, committed the offense of fleeing and evading police, first degree, on foot, when, with intent to elude, he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony.
