Indictments: 6/9/23

The following indictments were returned by the Grand Jury of the Carter Circuit Court on June 9, 2023. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Haven Arthurs, 26, of Olive Hill, on or about May 8, 2023, committed the offense of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule two narcotic, a Class D Felony.  
  • Robert Carroll, 34, of Olive Hill, on or about March 19, 2023, committed the offenses of operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public highway while under the influence of drugs, a Class B Misdemeanor; possession of marijuana by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; possession of a controlled substance, first degree, second offense, when he possessed methamphetamine, second offense, a schedule two narcotic, a Class D Felony.
  • Gregory Conn, 41, of Olive Hill, on or about May 8, 2023, committed the offenses of assault in the third degree, by kicking a law enforcement officer, a Class D Felony; assault in the third degree, by kicking a law officer, a Class D Felony; criminal mischief, first degree, by intentionally destroying property of a local gas station, causing more than $1000.00 damage, a Class D Felony; criminal mischief, first degree, by intentionally destroying property of another, causing more than $1,000.00 damage, a Class D Felony; being a persistent felony offender, first degree, by committing the felonious act set forth in this indictment while being convicted of two prior felonies, an enhancement. 
  • Donna Blevins, 44,of Olive Hill, on or about May 11, 2023, committed the offenses of failure to produce an insurance card, by failing to produce an electronic or paper format of her proof of insurance coverage, a violation; operating a vehicle under the influence of substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule two narcotic, a Class D Felony.
  • Ron Burton, 66, of Olive Hill, on or about May 13, 2023, committed the offenses of operating a motor vehicle under the influence of a substance, first degree, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; operating on suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; possession of a controlled substance, third degree, when he possessed an unspecified drug, a schedule four or five substance (drug unspecified), a Class A Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed hydrocodone, a schedule two narcotic, a Class D Felony; possession of marijuana by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; drug paraphernalia, buy/possess when he unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor.
  • Rodney Byus, 53, of Gallipolis, Ohio, on or about May 8, 2023, committed the offenses of no registration receipt by not having a registration receipt in his possession, a violation; failure of owner to maintain required registration plate, by driving a motor vehicle on a public roadway without valid registration plate in effect on the vehicle, a violation; failure of owner to maintain required insurance, first offense, by driving a motor vehicle on a public roadway without valid insurance in effect on the vehicle, a Class B Misdemeanor; failure to register transfer of motor vehicle, by failing to initiate the transfer of registration on a motor vehicle within fifteen days to the transfer of ownership, a Class A Misdemeanor; suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor.
  • William Hurst, 46, of Greenup, on or about February 26, 2023, committed the offense of theft by failure to make required disposition of property over $1,000.00 under $10,000, by taking payment in the amount of $6,550.00 from another for services he did not complete, with intent to permanently deprive them of their property, a Class D Felony. 
  • Wendy Reaper, 48, of Webbville, on or about June 11, 2023, committed the offenses of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule two narcotic, a Class D Felony; possession of marijuana by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; drug paraphernalia, buy/possess when she unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor; failure to produce an insurance card, by failing to produce an electronic or paper format of her proof of insurance coverage, a violation; no registration receipt by not having a registration receipt in her possession, a violation; failure to notify department of transportation of her address change when defendant did not update her current address within ten days in accordance with KRS 186.540, a Class B Misdemeanor.
  • Aaron Roseberry, 24, of Grayson, on or about May 23, 2023, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; drug paraphernalia, buy/possess when he unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor. 
  • Andrea Womack, 43, of Evarts, on or about May 8 2023, committed the offenses of operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence, a Class B Misdemeanor; reckless driving, by failing to operate his vehicle in a careful manner, with regard to the safety and convenience of pedestrians and other vehicles on the roadway, a violation; drug paraphernalia, buy/possess when she unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing into the human body illegally, a Class A Misdemeanor; possession of a controlled substance, first degree, second offense, when she possessed heroin, a schedule one narcotic, while having a prior conviction for possession of a controlled substance, a Class D Felony; possession of a controlled substance, first degree, second offense, when she possessed methamphetamine, a schedule two narcotic, while having a prior conviction of possession of a controlled substance, a Class D Felony; operating a vehicle with an expired operator’s license, by operating a motor vehicle on a public roadway while having an expired license, a Class B Misdemeanor; license to be in possession, by operating a motor vehicle on a public roadway without an operator’s license in their possession, a Class B Misdemeanor.
