Indictments: 6/18/21

The following indictments were returned by the Grand Jury of the Carter Circuit Court on June 18, 2021. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law. 

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances. 

  • David Whitt, 59, of Grayson, on or about May 10, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony, 
  • Terry Sublett, 55, of Olive Hill, on or about May 4, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and violation of an Emergency Protective Order/Domestic Violence Order, by intentionally violating the provisions of an order where he has been given notice of said order, a Class A Misdemeanor. 
  • Michael Ludwig, 43, of Grayson, on or about May 2, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony. 
  • Jerrod Knipp, 38, of Ft. Thomas, on or about May 21, committed the offenses of fleeing and evading police, first degree, motor vehicle with intent to elude, disregarded officer’s direction to stop, creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; wanton endangerment, first degree – police officer, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to a police officer, a Class D Felony; resisting arrest, by using physical force against a peace officer who was arresting another individual, a Class A Misdemeanor; operating a motor vehicle under the influence, first offense, aggravating circumstance, by operating a motor vehicle on a public roadway while intoxicated and under aggravating circumstances, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense, when they possessed heroin, a schedule one narcotic, a Class D Felony. 
  • Angela Hanna, 50, of Olive Hill, on or about June 1, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine, more than two grams, while having a previous conviction for trafficking in a controlled substance, a Class B Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, while having a previous conviction for trafficking in a controlled substance, a Class B Felony; trafficking in a controlled substance, third degree, second offense, by knowingly and unlawfully trafficking in a controlled substance classified as a schedule for or schedule five drug, while having a previous conviction for trafficking in a controlled substance, a Class D Felony, and possession of drug paraphernalia, a Class A Misdemeanor. 
  • Eric Hall, 22, of Richmond, on or about May 30, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine, more than two grams, a Class D Felony. 
  • Kermit Duncan, 52, of Lexington, on or about May 1, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; tampering with physical evidence, by destroying, mutilating, concealing, removing, or altering physical evidence which they believed would be in an official proceeding, a Class D Felony; possession of marijuana, a Class B Misdemeanor; possession of drug paraphernalia, a Class A Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony; and possession of a controlled substance, third degree, by knowingly and unlawfully possessing a controlled substance classified as a schedule four or schedule five drug, a Class A Misdemeanor. 
  • Bryant Bowling, 43, of Grayson, on or about March 6, committed the offense of promoting contraband in the first degree by knowingly and unlawfully introducing into or possessing dangerous contraband while being confined at the Carter County Detention Center, a Class D Felony. 
  • Russell Binion Jr., 64, of Olive Hill, on or about May 16, committed the offenses of operating a motor vehicle under the influence, first offense, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule one narcotic, a Class D Felony.
