The following indictments were returned by the Grand Jury of the Carter Circuit Court on August 19, 2022. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Kevin Watson, 45, of Olive Hill, on or about May 7, 2020, committed the offenses of failure of owner to maintain required registration plate, by driving a motor vehicle on a public roadway without valid registration plate in effect on the vehicle, a violation; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; trafficking in controlled substance, first degree, first offense, two or more grams of methamphetamine, by knowingly and unlawfully trafficking in a Schedule II narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense or sell two or more grams of methamphetamine, a Class C Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Mason Skaggs, 19, of Olive Hill, on or about March 21, 2022, committed the offenses of operating a motor vehicle under the influence of a controlled substance, first offense, by operating a motor vehicle on a public roadway while under the influence of a controlled substance, a Class B Misdemeanor; possession of a controlled substance first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor.
- Kenneth Sammons, 47, of Olive Hill, on or about July 4, 2022, committed the offenses of operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; operating a motor vehicle under the influence of a controlled substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; possession of marijuana, by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony.
- Aaron Roseberry, 23, of Grayson, on or about December 11, 2020, committed the offenses of promoting contraband in the first degree by knowingly and unlawfully introducing and possessing dangerous contraband while being processed and detained at the Carter County Detention Center, a Class D Felony; and possession of a controlled substance, first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony.
- Taryn McCoy, 32, of Lexington, on or about June 2, 2021, committed the offenses of possession of a controlled substance, first degree, first offense (methamphetamine), when she possessed methamphetamine, a Schedule II narcotic, a Class D Felony; possession of a controlled substance, first degree, first offense (heroin), when she possessed heroin, a Schedule I narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Alley Lyons, 23, of Ashland, on or about June 22, 2022, committed the offenses of fleeing and evading police, first degree, on foot, when with intent to elude, she disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to officers, a Class D Felony; possession of a controlled substance, first degree, first offense (oxycodone), when she possessed oxycodone, a Schedule II narcotic, a Class D Felony; possession of a controlled substance, third degree (Xanax), when she possessed Xanax, a Schedule IV substance, a Class A Misdemeanor; possession of a controlled substance, first degree, first offense (methamphetamine), when she possessed methamphetamine, a Schedule II narcotic, a Class D Felony; possession of marijuana, by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; resisting arrest, by using physical force against a trooper, a Class A Misdemeanor; giving an officer false identifying information, by giving a trooper a false name and date of birth, a Class B Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor.
- Michael Ludwig, 38, of Grayson, on or about July 13, 2022, committed the offenses of receiving stolen property over $1,000, under $10,000, by being in possession of a vehicle, belonging to another and knowing it to be stolen, a Class D Felony; destruction of VIN number, by intentionally removing, defacing, destroying, and altering, a VIN number without written authorization from the Department of Kentucky State Police, a Class D Felony; operating a motor vehicle under the influence of a substance, first offense, by operating a motor vehicle on a public roadway while under the influence of drugs, a Class B Misdemeanor; possession of a controlled substance, first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Derek Lowe, 29, of Olive Hill, on or about September 17, 2020, committed the offense of burglary in the second degree by knowingly and unlawfully entering the dwelling of another with intent to commit a crime, a Class C Felony; and theft by unlawful taking, auto, over $500 but under $10,000, by taking a 2010 Toyota Rav4, with intent to permanently deprive the owner of his property, a Class D Felony.
- Elijah Littleton, 31, of Olive Hill, on or about January 14, 2022, committed the offense of possession of a controlled substance, first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Casey Holbrook, 31, of Sandy Hook, on or about June 2, 2021, committed the offenses of possession of a controlled substance, first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; substance, first degree, first offense (heroin), when he possessed heroin, a Schedule I narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
- Tina Hensley, 51, of Grayson, on or about March 20, 2022, committed the offenses of possession of a controlled substance, first degree, first offense (methamphetamine), when she possessed methamphetamine, a Schedule II narcotic, a Class D Felony; operating a motor vehicle under the influence of a controlled substance, first offense, by operating a motor vehicle on a public roadway while under the influence of a controlled substance, a Class B Misdemeanor; possession of marijuana, by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; and possession of drug paraphernalia, a Class A Misdemeanor.
- Kimberly Hall, 41, of Richmond, on or about July 11, 2022, committed the offenses of failure to produce an insurance card, by failing to provide a valid motor vehicle insurance card to a trooper, a violation; expired registration receipt by having an expired registration receipt, a violation; giving an officer false identifying information by giving a trooper the social security number of a deceased female as her own identifying information; a Class B Misdemeanor; operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; wanton endangerment, first degree – police officer, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to a trooper, a Class D Felony; wanton endangerment, first degree – police officer, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to a second officer, a Class D Felony; fleeing and evading police, first degree, motor vehicle with intent to elude, disregarded officer’s directions to stop creating a substantial risk of serious physical injury or death to a trooper, a Class D Felony; fleeing and evading police, second degree, on foot, with intent to elude, disregarded an officer’s directions to stop creating a substantial risk of physical injury to a trooper, a Class A Misdemeanor; resisting arrest, by using physical force against a peace officer who was effectuating an arrests, a Class A Misdemeanor; and receiving stolen property over $10,000, by being in possession of a vehicle belonging to another valued at over $10,000, knowing it to have been stolen, a Class C Felony.
- Robert Fuson, 37, of Olive Hill, on or about May 12, 2020, committed the offenses of resisting arrest, by using physical forcer against two OHPD officers who were effectuating an arrest, a Class A Misdemeanor; fleeing and evading police, second degree, on foot, with intent to elude, disregarded an officer’s directions to stop creating a substantial risk of physical injury to the officers, a Class A Misdemeanor; and trafficking in controlled substance, first degree, first offense (methamphetamine), by knowingly and unlawfully trafficking in a Schedule II narcotic, by distributing, dispensing, selling, transferring, or possessing with intent to distribute, dispense or sell two or more grams of methamphetamine, a Class C Felony.
- Alisha Esque, 32, of West Albans, WV, on or about August 25, 2020, committed the offenses of possession of a controlled substance, first degree, first offense (methamphetamine/fentanyl), when she possessed methamphetamine and fentanyl, Schedule II narcotics, a Class D Felony; possession of marijuana, by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor; and promoting contraband in the first degree, by knowingly and unlawfully possessing contraband in her detention center cell, while being confined at the Carter County Detention Center, a Class D Felony.
- Marsha Dinkens, 31, of Grayson, on or about July 9. 2022, committed the offense of promoting contraband in the first degree, by knowingly and unlawfully introducing dangerous contraband into the Carter County Detention Center, a Class D Felony.
- Austin Dewees, 23, of Olive Hill, on or about May 21, 2022, committed the offenses of fleeing and evading police, first degree, motor vehicle, with intent to elude, when he disregarded an officer’s directions to stop, creating a substantial risk of serious physical injury or death to a trooper, a Class D Felony; wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to the passenger of the motor vehicle, a Class D Felony; wanton endangerment, first degree, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to a second passenger of the motor vehicle, a Class D Felony; wanton endangerment, first degree – police officer, by wantonly engaging in conduct which created a substantial danger of death or serious physical injury to a trooper, a Class D Felony; fleeing and evading police, second degree, on foot, when with intent to elude he disregarded an officer’s directions to stop, creating a substantial risk of physical injury to a trooper, a Class A Misdemeanor; expired registration, by having an expired registration receipt, a violation; failure to produce an insurance card by failing to provide a valid motor vehicle insurance card to the trooper, a violation; and operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor.
- Jason Cummings, 30, of Grayson, on or about March 19, 2022, committed the offense of assault in the third degree, by striking a deputy in the face, a Class D Felony.
- Donald Barker, 50, of Milton, WV, on or about July 20, 2022, committed the offenses of operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor; operating a motor vehicle under the influence of a controlled substance, first offense, by operating a motor vehicle on a public roadway while under the influence of a controlled substance, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense (methamphetamine), when he possessed methamphetamine, a Schedule II narcotic.
