The following indictments were returned by the Grand Jury of the Carter Circuit Court on September 22, 2023. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Stephanie Binion, 46, of Olive Hill on or about September 4, 2023, committed the offenses of possession of a controlled substance, first degree, second offense, when she possessed methamphetamine, a schedule two narcotic, a Class D Felony; public intoxication when she appeared in a public place manifestly under the influence of a controlled substance to the degree that she may endanger herself or other person or property, a Class B Misdemeanor; and possession of drug paraphernalia, when she unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing drugs into the human body illegally, a Class A Misdemeanor.
- Connie Bledsoe, 39, of Olive Hill on or about July 23, 2023, committed the offenses of fleeing and evading police, first degree, on foot, with intent to elude, when she disregarded police officer’s directions to stop creating a substantial risk of serious physical injury or death to the officers, a Class D Felony; and possession of a controlled substance, first degree, first offense, methamphetamine, a schedule two narcotic, a Class D Felony.
- Kierston Callicoat, 21, of Ashland, on or about July 16, 2023, committed the offense of promoting contraband in the first degree, by knowingly and unlawfully introducing or possessing dangerous contraband into/while being confined at the Carter County Detention Center, a Class D Felony.
- Donnie Callihan, 59, of Olive Hill, on or about September 12, 2023 committed the offenses of possession of a firearm by convicted felon by having possession of a firearm, while having a prior felony conviction, a Class D Felony; possession of a controlled substance, first degree, first offense (drug unspecified) when he possessed a schedule one or schedule two narcotic, a Class D Felony; and possession of drug paraphernalia, when he unlawfully possessed drug paraphernalia with the intent to use for the purpose of introducing drugs into the body illegally, a Class A Misdemeanor.
- Stephen Campbell, 40, of Grayson, on or about August 21, 2023 committed the offenses of procuring or promoting the use of a minor for sex acts by electronic means by knowingly communicating with a minor child to induce their engagement in sexual or other prohibited activities, a Class D Felony; unlawful transaction with a minor, second degree by knowingly giving an illegal substance to a minor, a Class D Felony; and distribution of obscene matter to minor, first degree, when, knowing the person to be a minor he sent obscene matter to a female minor, a Class A Misdemeanor.
- Barbara Carroll, 59, of Grayson, on or about July 16, 2023, committed the offense of promoting contraband in the first degree, by knowingly and unlawfully introducing or possessing dangerous contraband into/while being confined at the Carter County Detention Center, a Class D Felony.
- Kevin Carroll, 34, of Grayson, on or about July 16, 2023, committed the offenses of promoting contraband in the first degree, by knowingly and unlawfully introducing or possessing dangerous contraband into/while being confined at the Carter County Detention Center, a Class D Felony; and being a persistent felon offender, first degree, by committing the felonious acts set forth in this indictment while being convicted of two prior felonies, an enhancement.
- Ronald Carroll, 65, of Grayson, on or about July 16, 2023, committed the offense of promoting contraband in the first degree, by knowingly and unlawfully introducing or possessing dangerous contraband into/while being confined at the Carter County Detention Center, a Class D Felony.
- Brian Johnson, 36, of Webbville, on or about August 4, 2023, committed the offense of theft by unlawful taking of an auto over $1,000.00 but under $10,000.00 by taking a 1994 Honda Motorcycle from another, with the intent to permanently deprive them of their property, a Class D Felony.
- David Jordan, 50, of Olive Hill, on or about March 30, 2023, committed the offenses of distribution of
- matter portraying sexual performances by a minor victim over 12 years old by, having knowledge of content and character, he sent or caused to be sent, with intent to distribute, exhibit for profit or gain to offer to distribute, any matter portraying a sexual performance, a Class D Felony; and two counts of possessing matter portraying sexual performance by minor victim under 12 by knowingly possessing a matter which visually depicts an actual sexual performance by a minor, each a Class C Felony.
- Johnathan Pyatt, 37, of St. Petersburg, Florida, on or about August 20, 2023, committed the offenses of possession of firearm by convicted felon by possessing a Black Rock Island Shotgun, while having a prior felony conviction, a Class D Felony; criminal mischief, first degree, by intentionally destroying the interior and exterior of a family member’s trailer, causing more than $1,000.00 damage, a Class D Felony; terroristic threatening, third degree, by threatening to commit a crime against another likely to cause physical injury to them, a Class A Misdemeanor; intimidating a participant in the legal process, by threatening peace officers with physical harm, in an attempt to influence them to avoid court proceedings, a Class D Felony; and menacing, by intentionally placing another reasonable apprehension of imminent physical injury, a Class B Misdemeanor.
- Mason Rodgers, 19, of Willard, on or about June 20, 2023, committed the offense of sexual abuse, first degree, by having sexual contact with a minor female, a Class D Felony.
- Wesley Turnbo, 52, of Olive Hill, on or about March 22, 2023, committed the offense of eavesdropping, by intentionally using a device to record and eavesdrop whether or not he was present at the time, a Class D Felony.
- Marlin Wilburn, 23, of Grayson, on or about March 16, 2023, committed the offense of criminal mischief, first degree, by intentionally destroying property of the Grayson, Carter County, Sports Park Complex, causing more than $1,000.00 in damage, a Class D Felony.
