Indictments: 9/9/22

The following indictments were returned by the Grand Jury of the Carter Circuit Court on September 9, 2022. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.

  • Bryant Bowling, 45, of Grayson, on or about July 22, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; and operating on a suspended operator’s license, by operating a motor vehicle on a public roadway while having a suspended license, a Class B Misdemeanor.
  • Ralph Christian, 41, of Louisa, on or about December 1, 2018, through July 31, 2022, committed the offense of flagrant non-support, by failing to support his minor child and accumulating an arrearage of $4,109.00, a Class D Felony.
  • Jason Cummins, 30, of Grayson, on or about July 21, 2022, committed the offense of receiving stolen property, valued at over $1,000.00 but under $10,000.00, by being in possession of a 2011 gray Chevy Silverado belonging to another, and knowing it to be stolen, a Class D Felony.
  • Parres Daniels, 21, of Detroit, MI, on or about July 24, 2022, committed the offenses of trafficking in a controlled substance, second degree, first offense, by knowingly and unlawfully trafficking in suboxone, a Schedule III controlled substance, with an enhancement of penalty while in possession of a firearm at the time of commission of offense, by knowingly and unlawfully trafficking in a Schedule III controlled substance, a Class C Felony; trafficking in a controlled substance, first offense, with an enhancement of penalty while in possession of a firearm at the time of commission of offense, by knowingly and unlawfully trafficking in a Schedule II narcotic, by selling or possessing with intent to sell, more than two grams of methamphetamine, while possessing a firearm, a Class D Felony; possession of a handgun by a convicted felon, by having possession of a handgun while having a prior felony conviction, a Class C Felony; and giving an officer false identifying information, by giving a deputy a false date of birth, a Class B Misdemeanor.
  • Brandon Dixon, 37, of Grayson, on or about August 15, 2022, committed the offense of failure to comply with sex offender registration when he did not update his current address in accordance with KRS 17.510, a Class D Felony.
  • Adam Eldridge, 33, of Vanceburg, on or about April 1, 2018, through July 31, 2022, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $4,304.07, a Class D Felony.
  • Danielle Jones, 28, of Grayson, on or about January 13, 2022, through July 31, 2022, committed the offense of flagrant non-support by failing to support her minor child, and accumulating an arrearage of $3,265.01, a Class D Felony.
  • Randy Jones, 52, of Grayson., on or about August 1, 2017, though July 31, 2022, committed the offense of flagrant non-support by failing to support his minor children, and accumulating an arrearage of $4,260.54, a Class D Felony.
  • Aaron Martin, 34, of Grayson, on or about December 5, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed heroin, a Schedule I narcotic, a Class D Felony; public intoxication, when he appeared in a public place manifestly under the influence of a controlled substance, or other intoxicating substance, excluding alcohol, to the degree that he may endanger himself or other persons or property, or unreasonably annoy persons in his vicinity, a Class B Misdemeanor; and criminal mischief, third degree, by intentionally or wantonly damaging or destroying property located at Dollar General, a Class B Misdemeanor.
  • Brian Romans, 43, of Grayson, on or about April 11, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony; and possession of marijuana, by knowingly and unlawfully possessing marijuana, a Class B Misdemeanor.
  • Jason Ruth, 46, of Grayson, on or about July 20, 2022, committed the offense of operating a motor vehicle under the influence of a substance, second offense, by operating a motor vehicle on a public roadway under the influence of drugs, while having a prior conviction for DUI within the last ten years, a Class A Misdemeanor; no operator’s license, by operating a motor vehicle on a public roadway without an operator’s license, a Class B Misdemeanor; and possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a Schedule II narcotic, a Class D Felony.
  • Samantha Smith, 31, of Grayson, on or about September 1, 2019, through July 31, 2022, committed the offense of flagrant non-support by failing to support her minor child, and accumulating an arrearage of $3,781.30, a Class D Felony.
  • Melisia Stewart, 53, of Grayson, on or about July 6, 2022, committed the offense of theft by unlawful taking on an auto valued at over $1,000.00 but under $10,000.00, by taking a 1994 Chevrolet Blazer with the intent to permanently deprive the owner of his property, a Class D Felony.
  • Kimberly Young, 42, of Catlettsburg, on or about July 2, 2022, committed the offense of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a Schedule II narcotic, a Class D Felony.
