The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center.
• Timothy Foley, 37, of Olive Hill, arrested by Olive Hill PD, on two counts of non-payment of court costs, fees, or fines, arrested and booked August 3.
• Nicholas Bray, 34, of Russell Springs, arresting agency unavailable , on charges of illegal possession of a prescription drug, controlled substance prescription not in original container, possession of drug paraphernalia, speeding 25 MPH over limit, and two counts of first degree possession of a controlled substance (methamphetamine), arrested and booked August 3.
• Charles Hodgson, 59, of Ashland, arrested by Grayson PD, on a probation violation (for a felony offense), first degree possession of a controlled substance (methamphetamine), and possession of a drug paraphernalia, arrested and booked August 4.
• Kimberly Owens, 63, of Ashland, arrested by Grayson PD, on two counts of failure to appear on a citation for a misdemeanor, arrested and booked August 4.
• Ricky Carroll, 43, of Martin, arrested by Olive Hill PD, on a charge of contempt of court, arrested and booked August 4.
• Jessica George, 44, of Grayson, arrested by Boyd County Detention Center, on a warrant as a fugitive from another state, arrested and booked August 5.
• Darshea Hord, 42, of Ashland, arrested by Carter County Detention Center, charges unavailable (state charge), arrested and booked August 5.
• Dondrea Carter, 29, of Ashland, arrested by Carter County Detention Center, on a parole violation for a technical violation, arrested and booked August 5.
• James Menefee, 50, of Ashland, arrested by Kentucky State Police, on a charge of violating a Kentucky emergency protection order/domestic violence order, arrested and booked August 5.
• William Galbreath, 39, of Winchester, arrested by Grayson PD, on charges of intimidating a participant in the legal process, tampering with a witness, menacing, and being a persistent felony offender, arrested and booked August 6.
• Corey Kouns, 26, of Argillite, arrested by Grayson PD, on charges of operating a motor vehicle under the influence of a substance, license not in possession, no or expired registration receipt, failure to produce an insurance card, and reckless driving, arrested and booked August 6.
• Lindsey Shallis, 29, of Huntington, WV, arrested by Grayson PD, on charges of speeding 15 MPH over limit, failure to notify department of transportation of an address change, improper equipment, and operating a motor vehicle under the influence of a substance, arrested and booked August 7.
• Candice Stokes, 37, of Ten Mille, TN, arrested by Kentucky State Police, on charges of disregarding a traffic control device or traffic light, second degree wanton endangerment (police officer), first degree fleeing or evading police (motor vehicle), reckless driving, operating a motor vehicle under the influence of a substance, resisting arrest, failure to maintain required insurance, no or expired registration receipt, and disregarding signals from officers directing traffic, arrested and booked August 7.
• Lisa Thompson, 48, of Grayson, arrested by Kentucky State Police, for failure to appear on a citation for a misdemeanor, arrested and booked August 7.
• David Harlow, 48, of Grayson, self-surrender, weekender, arrested and booked August 7.
• Clint Caudill, 35, of Hitchins, self-surrender, weekender, arrested and booked August 7.
• Joshua Gandolfo, 35, of Gallipolis Ferry, WV, arrested by Carter County Detention Center, charges unavailable, arrested and booked August 7.
• Crystal Hill, 43, of Olive Hill, arrested by Olive Hill PD, on four counts of non-payment of court costs, fees, or fines, arrested and booked August 8.
• Adam Young, 45, of Germantown, arrested by KY Department of Fish and Wildlife, on charges of failing to operate a boat at idle speed in a harbor or congested area, no approved fire extinguisher, and operating a boat or watercraft while intoxicated or under the influence, arrested and booked August 8.
• Matthew Sublett, 39, of Olive Hill, arrested by Kentucky State Police, for failure to appear on a citation for a misdemeanor, arrested and booked August 9.
• Joshua Garvin, 34, of Olive Hill, arrested by Carter County Sheriff, on a charge of second degree assault, arrested and booked August 9.
• Patrick Talley, 47, of Grayson, arrested by Grayson PD, on charges of second degree terroristic threatening, first degree fleeing or evading police (on foot), second degree disorderly conduct, and alcohol intoxication in a public place, arrested and booked August 9.
