The following individuals were arrested and booked into the Carter County Detention Center over the past ee. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center. 

  • Arcangel Cruz-Lopez, 24, of Grayson, arrested by Grayson PD, on charges of speeding 26 MPH or more over speed limit, careless driving, rear license not illuminated, failure to or improper use of a signal, no operator’s license, failure to wear seat belts, failure to produce an insurance card, no registration receipt, and possession of an open alcoholic beverage container, arrested and booked July 29.
  • Jason Jackson, 49, of Grayson, arrested by Kentucky State Police, on a charge of abuse of a corpse, arrested and booked July 29.
  • Shelby Bauers, 32, of Clearfield, arrested by Kentucky State Police, for failure to appear, arrested and booked July 29.
  • Philip Bittikofer, 54, of Greenup, arrested by Kentucky State Police, for non-payment of court costs, fees, or fines, arrested and booked July 30.
  • Michael Bryant, 51, of McDowell, arrested by Carter County Sheriff, charges unavailable, arrested and booked July 30. 
  • Braiden Davis, 26, of Grayson, arrested by Carter County Sheriff, serving a warrant for parole violation, arrested and booked July 30.
  • Patricia Sullivan, 51, of Grayson, arrested by Grayson PD, for non-payment of court costs, fees, or fines, arrested and booked July 30.
  • Toby Blair, 52, of Parkersburg, WV, arrested by Grayson PD, for non-payment of court costs, fees, or fines, arrested and booked July 30.
  • Kyle Worthington, 35, of Wurtland, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence, first degree possession of a controlled substance (methamphetamine), possession of marijuana, possession of synthetic drugs, no registration receipt, no registration plates, failure to wear seat belts, failure to produce an insurance card, and possession of drug paraphernalia, arrested and booked July 31. 
  • Seth Ross, 29, of Grayson, arrested by Carter County Sheriff, on a probation violation for a felony offense, arrested and booked August 1. 
  • Brett Bush, 40, of Grayson, arrested by Carter County Sheriff, for non-payment of court costs, fees, or fines, arrested and booked August 1. 
  • Michael Hardy, 32, of Grayson, arrested by Kentucky State Police, on charges of possession of marijuana, possession of drug paraphernalia, and fourth degree assault (domestic violence) with minor injury, arrested and booked August 1. 
  • Phyllis Binion, 43, of Olive Hill, arrested by Carter County Sheriff, on charges of alcohol intoxication in a public place, third degree terroristic threatening, and second degree indecent exposure, arrested and booked August 1. 
  • Randy Johnson, 53, of Grayson, arrested by Kentucky State Police, on a charge of flagrant non-support, arrested and booked August 2. 
  • Timothy Burton, 56, of Olive Hill, arrested by Carter County District Court, weekender, arrested and booked August 2. 
  • Bryant Bowling, 46, of Grayson, arrested by Carter County Sheriff, on charges of license not in possession, improper registration plate, failure to maintain required insurance, no registration plates, no registration receipt, second degree wanton endangerment, and driving on a DUI suspended license, arrested and booked August 3. 
  • Karl Holbrook, 61, of Olive Hill, arrested by Kentucky State Police, on charges of excessive window tinting, no registration receipt, failure to wear seat belts, possession of marijuana, possession of drug paraphernalia, operating a motor vehicle under the influence of a controlled substance, and inadequate silencer (muffler), arrested and booked August 3.
  • Tammy Jackson, 62, of Webbville, arrested by Kentucky State Police, on charges of no registration receipt, failure to produce insurance card, failure to wear seat belts, reckless driving, operating a motor vehicle under the influence of alcohol, and license not in possession, arrested and booked August 3. 
  • Shannon Williams, 18, of Pikeville, arrested by Grayson PD, on charges of speeding 26 MPH or more over speed limit, reckless driving, inadequate silencer (muffler), disregarding a traffic control devices or traffic light, failure to produce an insurance card, failure to or improper signal, and rear license not illuminated, arrested and booked August 4.
  • Timothy Bradley, 31, of Olive Hill, arrested by Carter County Sheriff, on a charge of flagrant non-support, arrested August 1, booked August 4.
  • Abraham Hernandez, 40, of Grayson, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence of alcohol, obstructed vision and/or windshield, no registration receipt, inadequate silencer (muffler), no registration plates, no operator’s license, failure to maintain required insurance, failure to register transfer of a motor vehicle, possession of marijuana, and failure to appear, arrested and booked August 4.
  • Jasper Bryan, 32, of Clearfield, arrested by Carter County Sheriff, on charges of aggravated trafficking in narcotics (10 grams of more of carfentanil/fentanyl derivatives), possession of a firearm by a convicted felon, possession of a handgun by a convicted felon, possession of drug paraphernalia, disregarding a traffic control device or traffic light, failure to or improper signal, improper or no windshield, first degree criminal mischief, and third degree criminal trespassing, arrested and booked August 4.
  • Brittany Kouns, 24, of Olive Hill, arrested by Carter County Sheriff, for failure to appear, arrested and booked August 4.
  • Jacob Ruth, 45, of Grayson, arrested by Grayson PD, on a charge of public intoxication on a controlled substance (excludes alcohol), arrested and booked August 4.
