Weekly Arrest Report: 4/28/21

The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center. 

  • Ronna Pope, 53, of Fort Thomas, self-surrender, booked on April 19.
  • Derrick Harper, 23, of Detroit, Michigan, arrested by Kentucky State Police, on charges of first-degree trafficking in methamphetamine – first offense, trafficking in heroin – first offense, possession of a firearm by a convicted felon, possession of a handgun by a convicted felon, arrested April 20, booked April 21.
  • Rocky Parsons, 59, of Olive Hill, arrested by Kentucky State Police, on charges of first-degree trafficking in methamphetamine – first offense, trafficking in heroin – first offense, possession of firearm by a convicted felon, possession of a handgun by a convicted felon, two counts of failure to appear, arrested April 20, booked April 21. 
  • Bambi Waugh, 49, of Olive Hill, arrested by Kentucky State Police, on charges of first-degree trafficking in methamphetamine – first offense, trafficking in heroin – first offense, possession of firearm by a convicted felon, possession of a handgun by a convicted felon, failure to appear, arrested April 20, booked April 21.
  • William C. Lawson, 63, of Grayson, arrested by Kentucky State Police, on charges of first-degree trafficking in methamphetamine – first offense, trafficking in heroin – first offense, arrested April 20, booked April 21. 
  • William D. Lawson, 42, of Grayson, arrested by Kentucky State Police, on charges of first degree trafficking in methamphetamine – first offense, trafficking in heroin – first offense, possession of firearm by a convicted felon, possession of a handgun by a convicted felon, arrested April 20, booked April 21.
  • Larry Hall, 43, of Grayson, arrested by Grayson PD, on charges of contempt of court libel/slander resistance to order, and two counts of failure to appear, arrested and booked on April 21. 
  • Jason Hall, 43, of Olive Hill, arrested by Kentucky State Police, on charges of improper registration plate, no registration receipt, no registration plates, failure to maintain required insurance, operating a motor vehicle under the influence, operating on a suspended or revoked operator’s license, failure to wear seat belts, possession of heroin – first offense, disregarding stop sign, arrested and booked on April 21. 
  • Kristin Moore, 37, of Grayson, arrested by Kentucky State Police, on charges of first-degree trafficking in methamphetamine – first offense, first-degree trafficking in cocaine – first offense, aggravated trafficking in a controlled substance – carfentanil or fentanyl derivatives, arrested and booked on April 21. 
  • Marsha Dinkens, 29, of Grayson, arrested by Carter County Sheriff, on charges of first-degree possession of heroin – first offense, possession of drug paraphernalia, and probation violation, arrested and booked on April 23.
  • Austin Kilgore, 18, of Olive Hill, arrested by Kentucky State Police, on charges of failure to appear, arrested and booked on April 23.  
  • Joseph Wiggs, 40, of Grayson, arrested by Grayson PD, on charges of first-degree wanton endangerment of a police officer, first-degree strangulation, arrested and booked on April 26. 
  • Dennis Lambert, 47, of Morehead, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence, operating on a suspended or revoked operators license, no registration receipt, failure to produce an insurance card, failure to wear seat belts, third-degree possession of a controlled substance – drug unspecified, arrested April 25, booked April 26. 
  • Ryan Morrison, 18, of Rush, arrested by Carter County Sheriff, on a charge of fourth-degree assault – domestic violence with minor injury, arrested and booked on April 26. 

All of the charges listed are arrest charges only, and do not indicate an indictment or a conviction for the charges in question. All subjects are considered innocent until proven guilty in a court of law.
