Indictments: 4/9/21

The following indictments were returned by the Grand Jury of the Carter Circuit Court on April 9, 2021. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.  

Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances. 

  • Leslie E. Bailey, 46, of Grahn, on or about March 2, 2021, committed the offenses of receiving stolen property over $10,000, a Class C Felony; trafficking in a controlled substance, third-degree, 120 dosage units or more of a schedule IV or V drug, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor. 
  • Holly Baldwin, 39, of Grayson, from about February 1, 2016 through February 28, 2021, committed the offense of flagrant non-support by failing to support her minor children and accumulating an arrearage of $4,116, a Class D Felony.  
  • Kevin Barker, 43, of Olive Hill, on or about March 2, 2021, committed the offenses of receiving stolen property over $10,000, a Class C Felony; trafficking in a controlled substance, third-degree, 120 dosage units or more of a schedule IV or V drug, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; possession of a controlled substance, third-degree, a Class A Misdemeanor; and fleeing and evading police, second degree, on foot with intent to elude, disregarding officer’s directions to stop, and creating a substantial risk of physical injury to the officer, a Class A Misdemeanor.
  • Brian Burnett, 36, of Grayson, on or about February 14, 2021, committed the offenses of receiving stolen property over $500, a Class D Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine, a Class C Felony; and tampering with physical evidence by destroying, mutilating, concealing, removing, or altering physical evidence they believed would be in an official proceeding, a Class D Felony. 
  • Troy Burton, 43, of Olive Hill, from about March 1, 2019 through February 28, 2021, committed the offense of flagrant non-support by failing to support his minor child and accumulating an arrearage of $6,217.29, a Class D Felony.
  • Joseph Clark, 51, of Catlettsburg, on or about March 3, 2021, committed the offense of violating the sex offender registration act by failure to comply with the sex offender registration when he did not update his current address in accordance with KRS 17.510. a Class D Felony. 
  • Casey Crider, 36, of Olive Hill, on or about February 21, 2021, committed the offense of operating a motor vehicle under the influence, fourth offense, by operating a motor vehicle on a public roadway while intoxicated while having three prior convictions for DUI in the last ten years, a Class D Felony. 
  • Marsha Gentry, 50, of Olive Hill, from about January 23, 2004 through February 23, 2021, committed the offense of flagrant non-support by failing to support her minor child and accumulating an arrearage of $11,179.87, a Class D Felony.
  • Joyce Holbrook, 38, of Morehead, from about October 1, 2019 through February 28, 2021, committed the offense of flagrant non-support by failing to support her minor children and accumulating an arrearage of $5,112.33, a Class D Felony.
  • Joseph Kouns, 32, of Grayson, from about April 1, 2019 through February 28, 2021, committed the offense of flagrant non-support by failing to support his minor children and accumulating an arrearage of $4,833.20, a Class D Felony.  
  • Christopher Shawn Mabry, 43, of Olive Hill, on or about March 2, 2021, committed the offenses of receiving stolen property over $10,000, a Class C Felony; trafficking in a controlled substance, third-degree, 120 dosage units or more of a schedule IV or V drug, a Class D Felony; possession of drug paraphernalia, a Class A Misdemeanor; possession of a controlled substance, third-degree, a Class A Misdemeanor; and fleeing and evading police, second degree, on foot with intent to elude, disregarding officer’s directions to stop, and creating a substantial risk of physical injury to the officer, a Class A Misdemeanor.
  • Nicole McDavid, 36, of Grayson, on or about February 6, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine, more than two grams, a Class C Felony; possession of drug paraphernalia, a Class A Misdemeanor; possession of a controlled substance, third-degree, a Class A Misdemeanor; and driving on DUI suspended license, first offense, a Class B Misdemeanor. 
  • Dewey McDowell, Jr., 27, of Grayson, from about May 1, 2016 through February 28, 2021, committed the offense of flagrant non-support by failing to support his minor children and accumulating an arrearage of $3,647.02, a Class D Felony.  
  • Nathan McDowell, 31, of Grayson, on or about February 6, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine, more than two grams, a Class C Felony; possession of drug paraphernalia, a Class A Misdemeanor; and possession of a controlled substance, third-degree, a Class A Misdemeanor. 
  • Jonathan R. Nickols, 27, of Olive Hill, on or about February 15, 2021, committed the offenses of trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, heroin, a Class C Felony; trafficking in a controlled substance, first degree, first offense, by knowingly and unlawfully trafficking in a schedule one narcotic, methamphetamine, more than two grams, a Class C Felony; and possession of drug paraphernalia, a Class A Misdemeanor. 
  • Brinda Reed, 39, of Morehead, from about November 1, 2015 through February 28, 2021, committed the offense of flagrant non-support by failing to support her minor children and accumulating an arrearage of $3,372.18, a Class D Felony.  
  • Justin Ross Riddle, 38, of South Point, Ohio, on or about March 3, 2021, committed the offenses of assault in the third degree, by assaulting Carter County EMS responders, two counts, Class D Felonies. 
  • Jaclynn Shea Ruth, 22, of Grayson, on or about February 7, 2021, committed the offenses of possession of a controlled substance, first degree, first offense, when she possessed methamphetamine, a schedule one narcotic, a Class D Felony; possession of marijuana, a Class B Misdemeanor; possession of drug paraphernalia, a Class A Misdemeanor; possession of a forged instrument, third-degree, by knowingly possessing a forged instrument with intent to defraud or deceive another, a Class D Felony.  
  • Sabrina Sigman, 54, of Grayson, on or about February 22, 2021, committed the offenses of possession of a handgun by a convicted felon, a Class C Felony; possession of a firearm by a convicted felon, a Class D Felony; assault in the fourth degree, minor injury, by intentionally causing physical injury to another, a Class A Misdemeanor. 
  • James Stone, 37, of Morehead, from about October 1, 2019 through February 28, 2021, committed the offense of flagrant non-support by failing to support his minor children and accumulating an arrearage of $3,415.50, a Class D Felony.
