Weekly arrests report: 7/28/21

 The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center. 

  • Derrick Lucas, 33, of Ashland, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence, failure to wear seat belts, careless driving, first degree possession of heroin – first offense, first degree possession of methamphetamine – first offense, failure to produce insurance card, no registration receipt, and theft by deception – including cold checks under $500, arrested and booked July 19. 
  • Aaron Twinam, 32, of Catlettsburg, arrested by Grayson PD, on charges of second degree disorderly conduct, menacing, and resisting arrest, arrested and booked July 19.
  • Brett Bush, 37, of Grayson, self-surrender, booked July 19.
  • Scott Timperio, 38, of Olive Hill, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence of alcohol, no registration receipt, no registration plates, permitting another to operate a motor vehicle without required insurance, failure to wear seat belts, operating on a suspended or revoked operator’s license, possession of an open alcoholic beverage container in a motor vehicle, and failure to surrender a revoked operator’s license, arrested and booked July 19. 
  • Scotty Justice, 28, of Grayson, arrested by Grayson PD, on charges of failure to appear, arrested and booked July 19.
  • Aaron Kitchen, 41, of Grayson, arrested by Grayson PD, on charges of fourth degree assault – domestic violence with minor injury, arrested and booked July 20. 
  • Derrick Ison, 31, of Grayson, arrested by Carter County Sheriff, on charges of violation of a Kentucky emergency protective order, arrested and booked July 20. 
  • Jimmy Littleton, 63, of Olive Hill, arrested by Grayson PD, on charges of failure to appear, arrested and booked July 20. 
  • Katherine Jessie, 28, of Grayson, arrested by Carter County Sheriff, on four counts of failure to appear, arrested and booked July 21. 
  • Bambi Waugh, 49, of Olive Hill, arrested by Kentucky State Police, on charges of first degree trafficking in methamphetamine, and trafficking in heroin, arrested June 6, booked July 21. 
  • Marlin Winburn, 21, of Grayson, arrested by Boyd County Jailers, on charges of failure to appear, arrested and booked July 22. 
  • Michael Cochran, 46, of Hitchins, arrested by Kentucky State Police, on charges of flagrant non-support, no registration plates, no registration receipt, failure to produce insurance card, and failure to wear seat belts, arrested and booked July 22. 
  • Eric Hannah, 30, of Hitchins, arrested by Grayson PD, on charges on failure to appear, arrested and booked July 23. 
  • Justin Davis, 31, of Morehead, arrested by Olive Hill PD, on charges of first degree criminal mischief, and failure to appear, arrested and booked July 23. 
  • Jonathan Maggard, 26, of Grayson, arrested by Carter County Sheriff, on charges of first degree assault – domestic violence, and murder – domestic violence, arrested and booked July 23. 
  • Vanessa Gollihue, 29, of Grayson, arrested by Grayson PD, on charges of failure to appear, arrested and booked July 23. 
  • Jason Cummings, 28, of Grayson, arrested by Grayson PD, on charges of failure to appear, arrested and booked July 24. 
  • Robert Brown, 46, of Olive Hill, arrested by Olive Hill PD, on charges of failure to appear, and first degree promoting contraband, arrested and booked July 24. 
  • Jared Beair, 28, of Sandy Hook, arrested by Grayson PD, on a parole violation warrant, arrested and booked July 24. 
  • Gary Ison, 47, of Piqua, Ohio, arrested by U.S. extraditions, on a parole violation for felony offense, arrested May 29, booked July 24. 
  • Toddrick Arnold, 24, of Nashville, Tennessee, arrested by Grayson PD, on charges of public intoxication – alcohol, and theft by unlawful taking – under $500, arrested and booked July 24. 
  • Earnest Hale, 47, of Olive Hill, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence of alcohol, failure to maintain insurance, no registration plates, no registration receipt, improper display of registration plates, operating on a suspended or revoked operator’s license, and possession of an open alcoholic beverage container in a motor vehicle, arrested and booked July 24. 
  • Eric Swanigan, 36, of Olive Hill, arrested by Olive Hill PD, on charges of public intoxication, arrested and booked July 24. 

All of the charges listed are arrest charges only, and do not indicate an indictment or a conviction for the charges in question. All subjects are considered innocent until proven guilty in a court of law.
