The following indictments were returned by the Grand Jury of the Carter Circuit Court on January 13, 2023. An indictment is not a determination of guilt or innocence. It is simply a charge that an offense has been committed and indicates that a case is pending on the charges listed. All defendants have the presumption of innocence until found guilty in a court of law.
Though it is a part of the public record, the Carter County Times does not make a habit of printing the names of minor children or the victims of alleged crimes, except under exceptional circumstances.
- Johnny Brewster, 31, of Olive Hill, on or about October 24, 2022, committed the offenses of driving DUI on a suspended license, first offense, aggravating circumstances, by operating a motor vehicle on a public roadway while intoxicated, on a suspended license, and under aggravating circumstances, a Class A Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; possession of a handgun by a convicted felon, by having possession of a handgun while having a prior felony conviction, a Class C Felony; and failure to maintain required insurance, a Class B Misdemeanor.
- Nathan Carver, 31, of Vanceburg, through December 31, 2022, committed the offense of flagrant non-support, by failing to support his minor child, and accumulating an arrearage of $4,749.50, a Class D Felony.
- Daniel Cox, 57, of Olive Hill, on or about October 23, 2022, committed the offense of possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony.
- Jacob Hall, 25, of Grayson, on or about December 7, 2022, committed the offenses of possession of drug paraphernalia, a Class A Misdemeanor; possession of a controlled substance, first degree, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; and tamper with physical evidence by concealing evidence which he believed would be in an official proceeding, a Class D Felony.
- Heather Hampton, 29, of Morehead, through December 31, 2022, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $9,633.08, a Class D Felony.
- Harvey Hood, 42, of Woolum, on or about September 7, 2022, committed the offenses of possession of an open alcoholic beverage container in a motor vehicle, a violation; operating a motor vehicle under the influence, with an alcohol concentration of or about 0.08, aggravating circumstance, by operating a motor vehicle on a public roadway while intoxicated, a Class B Misdemeanor; and possession of a firearm by a convicted felon, by having possession of a 12 gauge firearm while have a prior felony conviction, a Class D Felony.
- Keith Laber, 50, of Grayson, through December 31, 2022, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $13,205.73, a Class D Felony.
- Nicole McDavid, 38, of Grayson, through December 31, 2022, committed the offense of flagrant non-support by failing to support her minor child, and accumulating an arrearage of $3,043.87, a Class D Felony.
- Tammy Oney, 53, of Olive Hill, on or about December 12, 2022, committed the offenses of operating a motor vehicle under the influence of a substance, second offense, by operating a motor vehicle on a public roadway while under the influence of drugs, while having a prior conviction for a DUI within the last ten years, a Class A Misdemeanor; receiving stolen property over firearm, by being in possession of a Smith & Wesson .40 caliber handgun, knowing it to have been stolen, a Class D Felony; possession of a handgun by a convicted felon, by having possession of the aforementioned gun while having a prior felony conviction, a Class C Felony; and trafficking in a controlled substance, first degree, second offense, by knowingly and unlawfully trafficking in two or more grams of methamphetamine, a schedule two narcotic, while having a previous conviction for trafficking in a controlled substance, a Class B Felony.
- Cody Spillman, 41, of Grayson, through December 31, 2022, committed the offense of flagrant non-support by failing to support his minor child, and accumulating an arrearage of $5,575.06, a Class D Felony.
- Amanda Poling, 36, of Grayson, through December 31, 2022, committed the offense of flagrant non-support by failing to support her minor children, and accumulating an arrearage of $2,204.00, a Class D Felony.
- Bradley Stamper, 31, of Grayson, on or about November 23, 2022, committed the offenses of possession of a controlled substance, first degree, first offense, when he possessed heroin, a schedule one narcotic, a Class D Felony; possession of a controlled substance, first degree, first offense, when he possessed methamphetamine, a schedule two narcotic, a Class D Felony; and possession of drug paraphernalia, a Class A Misdemeanor.
