The following individuals were arrested and booked into the Carter County Detention Center over the past week. This list includes local arrests only. It does not include federal inmates being housed at or transported through the detention center.

  • Chelsey Maynard, 25, of Ashland, arrested by Olive Hill PD, for failure to appear, arrested and booked September 14.
  • Floyd Maynard, 22, of Ashland, arrested by Olive Hill PD, for failure to appear, arrested and booked September 14.
  • Triston Runyon, 20, of Grayson, arrested by Boyd County Jail, on a hold for court, arrested and booked September 14.
  • Destiny Davis, 20, of Grayson, arrested by Carter County Sheriff, on a charge of third degree criminal trespassing, arrested and booked September 15.
  • Abbie Kent, 42, of Winchester, arrested by Carter County Sheriff, for failure to appear, arrested and booked September 15.
  • Clayton Puckett, 56, of Grayson, arrested by Grayson PD, on charges of operating a motor vehicle under the influence of alcohol, first degree criminal mischief, driving on a DUI suspended license, resisting arrest, menacing, second degree disorderly conduct, no registration receipt, and failure to wear seat belts, arrested and booked September 16.
  • Edward Martinez, 22, of Louisville, arrested by Carter County Sheriff, for failure to appear, arrested and booked September 16.
  • Heber Utuy-Itzep, 21, of Naples, FL, arrested by Grayson PD, on charges of operating a motor vehicle under the influence of alcohol, no operator’s license, failure to maintain required insurance, and no registration receipt, arrested and booked September 17.
  • Ashley Terry, 40, of Barboursville, WV, arrested by Olive Hill PD, on charges of first degree possession of a controlled substance (heroin), first degree possession of a controlled substance (fentanyl), endangering the welfare of a minor, first degree wanton endangerment, possession of marijuana, possession of drug paraphernalia, and illegal possession of a legend drug, arrested and booked September 17.
  • Donna Hampton, 63, of Morehead, arrested by Kentucky State Police, on charges of possession of marijuana, first degree possession of a controlled substance (methamphetamine), rear license not illuminated, operating a motor vehicle under the influence of a controlled substance, no registration receipt, and failure to produce an insurance card, arrested and booked September 17.
  • Timothy Tackett, 27, of Grayson, arrested by Grayson PD, on charges including two counts of failure to pay support, and a single count of failure to appear, arrested and booked September 17.
  • David Cooley, 45, of Emerson, arrested by Carter County Sheriff, on charges of failure to appear, and contempt of court – libel/slander – resistance to order, arrested and booked September 17.
  • Elias Lopez-Pacheco, 33, of Grayson, arrested by Carter County Sheriff, on charges of failure to appear, second degree assault – domestic violence, first degree wanton endangerment, and intimidating a participant in the legal process, arrested and booked September 17.
  • Jacob Clifton, 24, of Denton, arrested by Grayson PD, on a charge of public intoxication, arrested and booked September 17.
  • Cesar Lopez, 38, of Grayson, arresting agency unavailable, on two counts of failure to appear, arrested and booked September 17.
  • Nathan Carver, 33, of Olive Hill, arrested by Carter County Circuit Court, charges unavailable, arrested and booked September 17.
  • Jeffrey Sexton, 59, of Ashland, arrested by Carter County Sheriff, serving a warrant for a parole violation, and on charges of second degree fleeing or evading police (motor vehicle), second degree fleeing or evading police (on foot), no registration receipt, no registration plates, failure to maintain required insurance, and third degree criminal trespassing, arrested and booked September 17.
  • Richard Allan, 57, of Olive Hill, arrested by Carter County Detention Center, on a probation violation (for a felony offense), arrested and booked September 18.
  • Alvin James, 56, of Olive Hill, arrested by Carter County Sheriff, on a charge of first degree possession of a controlled substance (methamphetamine), arrested and booked September 18.
  • Tracie Massie, 65, of Greenup, arrested by Kentucky State Police, on charges of operating a motor vehicle under the influence ofĀ  a controlled substance, failure to or improper signal, possession of marijuana, first degree possession of a controlled substance (drug unspecified), and two counts each of first degree possession of a controlled substance (methamphetamine), and possession of drug paraphernalia, arrested and booked September 19.
  • Shira Tackett, 40, of Flatwoods, self-surrender, weekender, arrested and booked September 19.
  • Chris Cobb, 44, of Grayson, arrested by Carter County Detention Center, on a parole violation (for a felony offense), arrested and booked September 19
  • Ryan Blevins, 38, of Hitchins, arrested by Carter County Sheriff, on charges of failure to appear, and theft by unlawful taking or disposition of items valued at more than $1,000 but less than $10,000, arrested and booked September 19.
  • Patrick Young, 47, of Grayson, arrested by Carter County Detention Center, charges unavailable, arrested and booked September 19.
  • Gregory Payne, 23, of Catlettsburg, arrested by Carter County Sheriff, on charges of harassing communications, and fourth degree assault (no visible injury), arrested and booked September 21.
  • Aleshia Carver, 29, of Grayson, arrested by Kentucky State Police, on charges of first degree strangulation, and second degree criminal abuse of a child 12 or under, arrested and booked September 22.
  • Tabitha Shenett, 38, of Grayson, arrested by Kentucky State Police, on charges of trafficking in a controlled substance (carfentanil or fentanyl derivatives), and possession of drug paraphernalia, arrested and booked September 22.
